      This position is appointed by the Mayor, subject to confirmation by the Council and shall serve at the pleasure of the Mayor.

      This position reports to the Chief Administrative Officer and is responsible for neighborhood and housing services and regulatory compliance in the Consolidated Government. The position manages all operations of the Neighborhoods Department to include the Neighborhood Services Office, Housing and Community Development, Municipal Code Compliance, Environmental Quality, Mosquito Control, Animal Care and Protective Services, and the Office of City Link/630-City.
      • Ensures the City of Jacksonville is in compliance with the rules and regulations of local, state and federal regulatory agencies.
      • Ensures that the direction and distribution of resources (from local, sate, and federal sources) is transparent and equitable.
      • Directs the development, coordination, and implementation of new and revised policies and procedures that guide decision-making and affect studies, financing, and project development.
      • Coordinates with the Citizen Planning Advisory Committees (CPACs).
      • Directs improvements in departmental accountability for spending funds appropriately by ensuring timely and accurate reporting to appropriate agencies.
      • Coaches and provides direction and support to the division chiefs and appointed managers, in charge of managing units within the department to ensure positive outcomes and goal attainment that are responsive to customer needs.
      • Provides strategic planning, critical thinking and oversight towards realization of the department's vision for the future.
      • Oversees and manages the department's budget.
      • Maintains high ethical standards and demonstrates integrity, honesty and trustworthiness.
      • Communicates clear direction, manages for results and leads organizational change.
      • Assigns responsibility, takes corrective action, demonstrates leadership and evaluates, develops and motivates employees.
      • The Director shall have a bachelor's degree or higher from an accredited college or university and
      • At least five years of experience in an administrative or executive position.
