      The Director of Organizational Effectiveness is a strategic leader responsible for driving excellence and shaping the future of the organization by fostering innovation, optimizing operations, and enhancing employee engagement. This role oversees critical functions including strategic planning, project management, change management, data analytics and process improvement. This position works under administrative direction.
      This position is designated as At-Will.
      • Implements the organization's values, mission and strategic goals as related to employee oversight; develops strategic goals and plans for assigned teams and departments; and directs and leads the activities of an established city department.
      • Acts as a strategic leader by developing and executing a vision for organizational effectiveness aligned with the city’s goals, while developing and tracking progress against an integrated city-wide strategic plan. Develops a center of excellence within the department for each key function, and champions a culture of innovation and adaptability across the organization by nurturing communities of practice.
      • In partnership with the Department of Finance, prioritizes projects, allocates resources and ensures timely delivery. Monitors project performance and works with various directors to adjust strategies, as needed.
      • Establishes a change management practice. Develops change management strategies for major organizational shifts. Engages stakeholders, communicates effectively and mitigates resistance. Evaluates the impact of change efforts and adjusts tactics accordingly.
      • Establishes a business process design and improvement practice. Implements process improvement principles and methodologies, while providing resources to support process improvements across departments.
      • Works closely with department directors, cross-functional teams and external partners to foster strong relationships that facilitate collaboration and knowledge sharing, while representing the department in city-wide initiatives.
      • Matures data analytics practices to ensure the city is able to extract actionable insights. Collaborates with data scientists and analysts to provide insights that inform strategic decisions. Implements performance metrics and tracks progress.
      Required Knowledge, Experience, And Training
      Bachelor’s degree in business administration, organizational development, or a related field, and twelve years of progressively responsible experience in organizational effectiveness, project management, or related roles, including at least five years of experience managing professional and technical staff.

      Knowledge of:
      • related federal, state and local regulations, policies and procedures
      • data-driven decision making; business and management principles
      • effective supervision principles and practices
      • budget development and management
      • computer usage including related software.

        Ability to:
      • effectively promote and manage multiple projects with ever-changing priorities
      • lead, inspire and motivate teams
      • drive positive change and enhance organizational performance
      • communicate effectively in the English language at a level necessary for efficient job performance
      • perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation.

        Individuals must be capable of operating vehicles safely and have an acceptable driving record.

        Preferred Knowledge, Experience, And Training
        Master's degree in business administration, organizational development, or a related field.

        Certifications in project management (PMP or equivalent), change management (CCMP or equivalent), and/or process improvement (Six Sigma Black Belt, CBPL or equivalent).

        Licensing And Other Requirements

      Valid state-issued driver’s license.

      While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. Position requires hand/finger dexterity.

      Working Environment
      The work environment will include inside conditions. Employees will also drive a vehicle as part of this position.
      This position works: After hours, weekends and holidays as necessitated by the city's business.
