- Prior experience as a campus safety officer working in a college, school or university in a management or leadership capacity.
- Experience in providing safety and security training and resources in a college, school or university environment.
- Proficiency with technology, especially data management systems, emergency notification systems, and mass communications.
- Bachelor’s degree in Criminal Justice, Law Enforcement, Business Administration or related area (Note: Relevant experience may substitute for the degree requirements on a year-for-year basis.)
- Ten years of progressively responsible, professional experience related to public safety,
- Five years in a management or leadership capacity related to public safety
- Must possess a valid state driver’s license at time of appointment and during employment
- Must successfully complete DPSST Supervisory Manager certification within six months of appointment or upon hire and maintain this certification in good standing during employment
- Must complete Incident Command Training IS-100, 200, 300, and 700 (or equivalent Incident Command Training) after hire
- Master’s degree in related field

This position oversees the daily operations, and designs, administers, monitors, and evaluates safety and security programs in a manner that ensures college community knowledge and understanding, as well as compliance with federal, state, and local regulations, college policies, and industry standards. This position implements a risk-based security program; ensures collegewide training and response protocols, and creates an environment that encourages free, open, and civil exchange of ideals in support of our educational mission. This position serves as the primary liaison to all local, state and federal law enforcement personnel. This community-facing position is responsible for the overall department and ensures that all members hold themselves to a high standard of professionalism and equitable people-centered approaches.

Preferred Qualifications
Position Grade O Starting Salary Expectations Minimum $109,531 to range midpoint of $134,777. Placement will generally not exceed the mid-point, based on qualifications, experience, and internal equity. Position Grade Salary Range $109531 to $158822 Annual Salary FTE 1 PCC Benefits PCC offers a comprehensive benefit package designed to provide employees and their families, including domestic partners, with access to a broad range of benefit options. PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.
Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements Work is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily. Position may have some responsibility for driving. Pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), you may view Portland Community College’s (PCC) most recent Annual Security Report (ASR) on the Department of Public Safety website. The ASR contains current security and safety-related policy disclosure statements, emergency preparedness and evacuation information, crime prevention and sexual assault prevention information and resources, and drug and alcohol prevention programming. The ASR also contains crime statistics for Clery Act crimes which occurred on PCC properties for the last three calendar years. Paper copies of the ASR are available upon request at all Department of Public Safety offices.
Special Conditions for this position:
This position has been identified as a Campus Security Authority (CSA) pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act). Campus Security Authorities must immediately report Clery Act crimes that occurred on Portland Community College’s Clery geography on the Crime Incident Report (CIRTrac™) located on the Department of Public Safety’s Clery Act compliance webpage . Following entry of a report on CIRTrac™ PCC’s Clery Specialist will (1) analyze the report for issuance of a timely warning or emergency notification; and (2) will determine if the report should be included in the annual statistical disclosures. The Clery Specialist shall annually assign CSAs online Clery Act training to ensure they are provided proper training to fulfill their reporting responsibilities required by the Clery Act and PCC’s Clery Act policy.
