- You will report directly to the NAVFAC Executive Director and lead the PW Directorate across all echelons of the Command from PW Departments (PWD) at individual installations to HQ staff.
- You will be principal PW advisor on technical and engineering aspect of facilities management, base operation services/support, real property inventory related to Financial Improvement Audit Readiness, utilities, energy and environmental compliance.
- You will serve as DON representative before the Armed Services Committees to review all projects/programs developed prior to presenting and respond to Congressional inquiries regarding DON PW and Facilities Management matters.
- You will be technical authority responsible for reviewing proposed Department of the Navy (DON) PW and Facilities Management matters regarding changes to proposed legislation to assist in preparing and executing policy.
- You will initiate legislative proposals by presenting to Office of Legislative Audits facts or drafts of bills necessary to accomplish specific actions by special legislation.
- You will actively participate in both NAVFAC and DON technical standards, policy and procedural determinations and in developing policy and procedures for PW program execution.
- You will provide professional community management for the diverse disciplines engaged in Public Works Management to maintain currency with engineering standards, trends, innovations, and best commercial/government practices in PW management fields.

- You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
- You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- May be required to successfully complete a 1-year SES probationary period.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
You will serve as Director of Public Works (PW) for the Naval Facilities Engineering Systems Command (NAVFAC), responsible for technical authority and engineering decisions related to the NAVFAC PW functions, including infrastructure life cycle sustainment, life safety, cyber security for PW systems and equipment and environmental compliance.Duties

This position has a Selective Placement Factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) or Registered Architect (RA). Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package.
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications will eliminate you from consideration.
EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)
1. Subject-matter expertise of the public works management field and a current understanding of the technical standards, concepts and ideas that form the basis for public works management practices. Additionally, demonstrate a corresponding knowledge of the policies, standards, regulations, and procedures governing acquisition and management of public works services.
2. The experience and ability to meet legislative branch of the government on its own ground and explain, defend, persuade, or compromise as a basis for gaining Navy and Marine Corps objectives without alienating members of Congress, their staff, or their constituents.
3. Substantial knowledge and experience with planning, programing and budgeting system, including preparing and defending a budget within this system. Working knowledge and experience with the working capital fund accounting model.

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For 0808 Architecture Series:
A. Degree: Applicants must possess a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:
1. Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations; or
2. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
