      Job Purpose

      The Quality and Compliance Assurance Department manages relationships with state pipeline safety regulators and conducts assurance activities on field execution and associated documentation of work completed by employee and contractor workforces to ensure both pipeline safety and regulatory compliance.

      The Director of Quality and Compliance Assurance is accountable for the development, implementation, and successful delivery of the gas quality assurance (QA) and compliance assurance (CA) programs across National Grid’s N.Y. service territory. The Quality and Compliance Assurance Director will provide strategic direction for National Grid’s QA and CA programs to ensure compliance with Federal DOT and state specific pipeline safety regulations, including development of new initiatives to address changes in internal or regulatory requirements. The Director will ensure positive collaboration between internal and external stakeholder groups to ensure delivery of a compliant program. The Director will also serve as a liaison with state pipeline safety regulatory agencies during regulatory inspections, addressing related compliance issues and during pipeline safety incidents. The position is accountable for implementation and continuous improvement of the QA and CA programs for company employees and National Grid’s contracted workforce.

      Key Accountabilities

      • Enterprise-wide accountability and responsibility for effective development, implementation, and administration of a comprehensive and sustainable best-in-class QA and CA program that meets or exceeds industry standards and regulatory requirements.
      • Develop and embed a governance structure and Management of Change (MOC) process to ensure program changes are executed consistently across the internal and contractor workforces.
      • Engage and collaborate with key internal and external stakeholders to enhance program effectiveness, ensure pipeline safety and compliance, and develop improvement initiatives to address deficiencies or risks.
      • Manage relationship with state pipeline safety regulators to facilitate audits and enforcement, respond to regulatory inquiries, and complete annual compliance reporting.
      • Respond to pipeline safety incidents and liaise with state regulators including completing requested incident data gathering.
      • Represent National Grid on external technical and policy committees (PHMSA, AGA, and NGA) to influence pipeline safety rulemakings.
      • Administer a formal process (re-dig program) for evaluation of compliance for National Grid Gas Pipeline Work.
      • Provide technical support to Procurement and Operations to ensure contractor QA programs align with National Grid contractual agreement requirements.
      • Accountable and responsible for managing QA vendors and associated budget requirements.
      • Accountable for ensuring a robust QA process is in place to manage National Grid Pipeline Safety Standards and meet all regulatory requirement.
      • Provide feedback and advice to minimize risk associated with compliance to Federal and State regulations during corporate and gas system changes impacting execution or documentation of work completed by company or contractor personnel.

      Knowledge and Capabilities

      • Experience in Federal and NY Code requirements pertaining to natural gas operations (e.g., Title 49 CFR 192, Title 16 CRR-NY Part 255).
      • Demonstrates understanding of the pipeline safety and compliance risks impacting the energy industry.
      • A demonstrated record of implementing significant program change and delivering against key business objectives.
      • Demonstrates ability to develop positive relationships including ability to influence positive outcomes with key stakeholders, business leaders, and government agencies.

      Qualifications

      • Bachelors' Degree preferred and 5+ years of related work experience in developing or managing key compliance programs.
      • A minimum of 3 years’ experience managing a team.
      • General knowledge of the natural gas industry and the associated federal and state laws and codes.
      • A valid driver's license with a safe driving history is required.

      More Information

      Salary Range:

      Upstate, NY: $170,000 - $200,000

      Downstate, NY: $204,000 - $240,000
