      Big Bend Community College (BBCC), a rural college serving vibrant, culturally rich communities in the Columbia Basin of Central Washington invites applications for a Director of Recruitment, Retention, & Equity in the college's Human Resources Department.


      The Director of Recruitment, Retention & Equity will focus on generalist human resource functions in the areas of recruitment, retention, and development. This position will also assist in the implementation of the internal college focus on diversity, equity, and inclusion.

      The individual in this position may be asked to assume the duties of the Vice-President of Human Resources & Labor in their absence.

      PRIMARY JOB DUTIES:

      Recruitment & Retention:

      • Assess the recruitment, selection, hiring, onboarding, and orientation process through an equity lens and consult with leaders across the college to do the same. Develop and implement strategies for improvement.
      • Develop and implement the search advocate model to promote equity, validity, and diversity in hiring. Create and provide tools and training, focusing on inclusive language for position descriptions and job postings. Assist with the development of DEI interview questions and scoring matrices.
      • Conduct annual review of recruitment/retention data points to include workforce demographics, new hire, promotion, transfer, and turnover data. Manage and monitor metrics to support the college’s strategic plan and monitoring report.
      • Develop and promote strategies that focus on equity in the recruitment process and encourages diverse candidate pools in compliance with state and federal guidelines and aligned with the mission and values of the college.
      • Maintain collaborative relationships with hiring managers and screening committees by developing recruitment plans, providing training and tools as necessary to support effective recruiting and interview processes.
      • Develop and maintain relationships with outside agencies, recruiting sources, community, and industry groups, as well as other community and technical college recruiters to support efforts to diversity objectives.
      • Build partnerships with external community organizations and agencies that promotes an equity-focused talent pipeline.
      • Support campus marketing by creating and managing social media activity that promotes the college’s recruiting strategies and position as the Employer of Choice.
      • Leverage data from climate surveys, exit interviews, new employee surveys, and other data points to inform retention efforts. Develop and implement strategies for improvements based on feedback.
      • Demonstrate multicultural competence (including an awareness and understanding of historically disadvantaged populations) and create a work environment that affirms the college’s commitment to equity, diversity, and inclusion.

      Equity:

      • Develop strategies and activities to implement the elements of the college’s DEI Strategic plan including but not limited to Goal C – Recruitment, Hiring, and Retention of Diverse Faculty and Staff, Goal D – People and Leader Development, and Goal E – Inclusive Campus Community.
      • Review update and providing training on human resource policies, procedures, structures and recommend improvements that remove barriers to employee success.
      • Develop metrics and dashboards to ensure accountability, tracking, and monitoring of equity, diversity, and inclusion efforts as they pertain to faculty and staff recruitment, retention, and inclusive community.
      • Responsible for compliance and associated reports related to equity, diversity, and inclusion.
      • Serve as a member of the Committee for Equity, Inclusion, and Diversity (CEID).Participate on other committees, councils, commissions, and workgroups as requested by leadership.
      • May serve as an EEOC/Title IX Investigator and submit reports when acting as Lead investigator; participate as directed in general in-house investigations and recommend appropriate steps for resolution.


      People Development:

      • Conduct regular campus training needs assessments. Establish training outcomes, metrics, and assessments to manage and monitor efficacy of people development activities.
      • Partner with the Committee for Equity, Inclusion, and Diversity (CEID) to develop trainings for staff and faculty.
      • Plan, develop, and implement required compliance training with a focus on equity and inclusion.
      • Develop and schedule annual training calendar and track employee compliance of required trainings.
      • Work collaboratively with stakeholders to develop, implement, maintain, and update DEI competencies for faculty, staff, supervisors, and executive leadership to include in position descriptions, job postings, performance evaluations, and observation tools.
      • Develop new employee onboarding and orientation modules focusing on equity and leadership.
      • Develop and implement employee professional development to support equity and cultural competencies, and an ability to work and thrive in an increasingly diverse college community.
      • Develop dynamic and intentional equity, diversity and inclusion programs and initiatives for faculty and staff that adequately address the educational and social needs of our campus community.

      OTHER WORK RESPONSIBILITIES:

      • Maintain professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends of higher education.
      • Ensure no injuries to self or others by following safe work practices and policies. This includes, but is not limited to security and safety, understanding of MSDS, equipment, infection control, fire, disaster, safe lifting, and body mechanics.
      • Ensure compliance with college policies and procedures and state and federal regulations.
      • Conduct self in a professional manner and ensures the interaction with team members and other stakeholders is conducted in a courteous and efficient manner aligned with the college’s values.
      • Perform related duties and responsibilities as may be required.

      MINIMUM QUALIFICATIONS:

      • Bachelor’s degree from a regionally accredited institution. A combination of relevant education and/or experience may be substituted for the educational requirement on a year for year basis at the discretion of the college.
      • A minimum of three (3) years’ broad based professional work experience in the area(s) of diversity, equity, inclusion, recruitment, training, organizational development, or staffing.
      • Experience applying federal and state employment laws, rules, processes, and organizational policies.
      • Strong written communication skills. This will be assessed by an evaluation of your application materials.
      • Experience or participation with persons from diverse backgrounds such as sexual orientation, racial, ethnic, religious, linguistic, gender, age, socio-economic, physical, and learning abilities, and a commitment to an inclusive and equitable working / learning environment.
      • Demonstrated ability, or ability to learn within 6 months of hire, to create accessible content in both electronic and print formats as appropriate to the position. Examples include Word/PDF documents and web/learning management system content.

      DESIRABLE QUALIFICATIONS:

      • Education and/or work experience with a focus on organization behavior or management; adult learning; diversity, equity, inclusion; or a closely related field.
      • Experience developing and maintaining long-term, effective professional DEI networks.
      • Experience effectively facilitating small group activities such as team building, workshops, and meetings.
      • Experience leading process improvement efforts.
      • Experience with HR systems (NEOGOV, PeopleSoft), data reporting, and analysis.
      • Professional certification from a recognized human resources /personnel association.
      • Bilingual English/Spanish Fluency.
      • Bicultural experience.

      COMPETENCIES:

      • Excellent leadership and interpersonal skills and ability to work effectively as part of a team; ability to develop and maintain effective working relationships with internal and external constituents.
      • Ability to maintain confidentiality, think critically and exercise independent judgment.
      • Attention to detail as well as previous experience maintaining accurate records, managing multiple tasks and frequent deadlines, and planning and organizing work to meet changing priorities and deadlines.
      • Proficiency in Microsoft Office, specifically experience creating & editing documents, spreadsheets, and presentations. Previous success learning new computer software programs/platforms required.
      • Ability to represent the college in a positive and professional manner, while using tact, discretion, and courtesy.
