- Bachelor’s degree is required, master’s or Juris Doctor degree preferred.
- Minimum six (6) years’ experience in a legal or healthcare related administrative, financial or compliance role, preferably with a large, multi-faceted healthcare company or academic medical center.
- Experience with information privacy and security-related compliance activities required, including but not limited to investigations, auditing and monitoring, education and training, risk assessments and mitigation/remediation procedures.
- An equivalent combination of relevant experience and certification may serve as a substitute for the education requirements.
- Certification in healthcare information privacy compliance required. Must be currently certified and in good standing with one of the following: Certified in Healthcare Privacy Compliance (CHPC), Certified Information Privacy Professional/United States (CIPP/US) or Certified Healthcare Privacy and Security (CHPS).
- Excellent verbal and written communication skills; able to communicate thoughts, ideas, information and messages with clear language, style, organization, and format appropriate to the subject matter, purpose, and audience.
- Demonstrates the ability to evaluate healthcare compliance issues and make appropriate recommendations. Special focus on federal exclusion screening, conflicts of interest, education and training, risk assessments, compliance program guidance and the interpretation and application of state and federal law.
- Able to create and deliver clear, concise, and effective information to a diverse workforce through a variety of methods, such as formal training, newsletters, webinars, etc.
- Detailed knowledge of compliance program requirements for hospitals and academic health systems
- Mastery-level proficiency with Microsoft applications, telecommunications tools, software, and applications most commonly used in the healthcare environment
- Robust organizational skills with an attention to deadlines, details, and accountability
- Responds well under pressure; calm and objective; sound decision-making is based in fact evidence rather than assumption or conjecture
- Excellent critical-thinking skills with intuitive ability to appropriately escalate matters based on potential risk to the organization
- Appreciation for the confidential nature of compliance-related and attorney-client privileged matters; fosters a balanced “need to know” work environment in support of Program objectives

- Development, implementation, education, monitoring, and continuous improvement of the core components of an effective compliance program, including but not limited to
- regulatory compliance and information privacy-related policies, procedures, and standards (i.e., Code of Conduct) designed to identify, prevent, and detect illegal, unethical, or improper conduct
- robust investigations procedures designed to respond to alleged violations of law or regulations, accreditation requirements, policies, procedures, and the Code of Conduct
- robust corrective action development and monitoring procedures to remediate identified violations
- formal education, training, and communications that are designed for a diverse workforce
- privacy risk assessment program
- annual privacy compliance work plan
- partnership with the Office of Talent Management to ensure appropriate enforcement of privacy-related standards and disciplinary guidelines for identified violations
- fostering a ‘speak-up’ organizational culture free from retaliation
- Provide direction in the implementation of administrative, technical, and physical safeguards to protect the privacy of protected health information (PHI) and personally identifiable information (PII)
- Coordinate with the Information Security Officer, or delegate(s), in the development and monitoring of security practices, including physical safeguards, data integrity, business continuity and disaster recovery procedures
- Advocates for and protects patient privacy by serving as a trusted advisor for patients and staff, handling disputes and overseeing procedures associated with patient requests regarding their medical record
- Consult with marketing, communications and other key personnel on public communications and adherence to established safeguards regarding the privacy of patient information
- Oversee the proper use, distribution, adherence to and monitoring of the Notice of Privacy Practices (NPP) and other similar privacy-related materials
- Consult with legal affairs regarding new or revised healthcare laws and regulations regarding patient privacy to ensure the Program is modified accordingly
- Consult on privacy-related investigations, education/training and other activities in support of the Program
- Monitor external environment to ensure implementation of best practices and other relevant industry information provided via special fraud alerts, advisory bulletins, podcases, videos, brochures and papers providing guidance on compliance with Federal healthcare program standards.
- Standardize risk-based privacy reporting to ensure the Chief Compliance Officer, Executive Leadership and various compliance committees are informed of risks to the operation and progress of compliance efforts
- Monitor the performance of the regulatory compliance and information privacy components of the Program and related activities on a continuing basis, taking appropriate steps to improve its effectiveness
- Chair or Co-Chair various compliance committees as necessary
- Serves as the project manager for system-wide initiatives with a regulatory compliance component. Collaborates with and delegates to intradepartmental colleagues and subject-matter experts as needed.
- Perform other duties that may be necessary or in the best interest of the Program and organization.
- Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
- Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.

Primary Purpose
The Director of Regulatory Compliance and Privacy Officer has responsibility for managing the effective implementation of the regulatory compliance and information privacy components of Parkland’s Ethics and Compliance Program (“Program”) across the health system. This position oversees Program activities to ensure adherence to the requirements and guidance set forth by various regulatory authorities including, but not limited to, the Office for Civil Rights (OCR) Office of Inspector General (OIG), the United States Department of Justice (DOJ) and the Centers for Medicare and Medicaid Services (CMS), as well as Parkland policy and the Code of Conduct and Ethics. In collaboration with colleagues in the Corporate Compliance Department, this position serves as the project manager for system-wide initiatives with a regulatory compliance component.
