      POSITION TITLE: Director of Secondary Education

      Department: Instruction

      Reports To: Assistant Superintendent of Teaching & Learning

      SUMMARY : Under limited supervision, directs the secondary instructional programs for the District. Provides leadership in developing, achieving and maintaining the best possible educational programs and services in order to ensure that each student is provided with the richest educational experience possible. Plans, directs and implements the middle/secondary curricula of the York School District One. Reports to the Assistant Superintendent of Teaching & Learning.

      ESSENTIAL DUTIES AND RESPONSIBILITIES : Other duties may be assigned.

      • Conducts analyses of instructional programs and materials, and works to assure that courses are designed with adequate attention to scope and sequence for effective learning.
      • Stimulates experimentation, scrutiny of objectives, and enrichment of curricula and teaching methods by secondary school instructional staff.
      • Ensures the alignment of written, taught, and tested curricula for the secondary schools in the District.
      • Assists with evaluation of academic programs and CTE programs.
      • Supports school leaders with regards to state accountability requirements, superintendent’s goals, program effectiveness, teacher effectiveness, and the implementation of the district’s Teaching and Learning framework.
      • Routinely and actively supports and coaches district and school administrative teams to successfully meet school and district identified goals.
      • Collaborates with school administrators to include, but not limited to, develop school professional learning plans, monitor teaching and learning progress, and evaluate instructional and operational programs/procedures.
      • Provides effective and sustained personalized professional development to school and district staff focused on a variety of best practices.
      • Facilitates the implementation of competency based educational practices within the system, school-level, and classroom level; monitors the progress of the state approved competency-based waivers.
      • Conducts data analysis and protocol sessions with school administrative teams, executive staff, and board of trustees (when applicable).
      • Guides the development and monitoring of district and school renewal plans, including any state assigned improvement plans (i.e. ATSI, TSI, Priority) using a data-informed process to meet the unique needs of learners.
      • Works collaboratively with the instructional team and specialists to develop district and school-based professional learning opportunities to assist with increasing student growth and achievement, focused on the district’s Teaching and Learning framework.
      • Serves as a resource person for curriculum studies and workshops.
      • Guides research, textbook selection, examination procedures, the setting of grading standards, and the effective utilization of facilities and equipment for the secondary schools.
      • Assists and facilitates the selection of district instructional materials for the secondary schools.
      • Develops and implements innovative scheduling and programs to meet the needs of students; supports master scheduling at the secondary schools.
      • Initiates and develops new courses and/or programs of study to enhance both academic and CTE programs.
      • Effectively directs the administration and coordination of the secondary schools’ intervention and alternative programs to ensure appropriate instructional experiences.
      • Coordinates and maintains record keeping as is necessary and ensures district's compliance with appropriate standards, regulations, policies, and laws.
      • Conducts annual enrollment/personnel audits of school sites to ensure appropriate staffing and use of personnel funding.
      • Assists in the recruitment, screening, hiring, and assignments of secondary school instructional personnel upon request.
      • Assists with the preparation and administration of the secondary education budget, exclusive of salaries.
      • Directs and supports the District MTSS Leads; assists with the implementation of MTSS processes in secondary buildings.
      • Serves as School Accountability Liaison, Comprehensive Health Coordinator, and Secondary and Middle Accreditation Coordinator.
      • Remains informed of educational improvements and best practices; provides consultation and advice with other District administrators as needed; collaborates effectively with colleagues to reflect and enhance best practices and/or develop educational improvements within the K – 12 system.
      • Promotes and models the integration of technology in the area of instruction.
      • Effectively coordinates as a liaison between the District, Regional consortiums, and the State Department of Education regarding programs or initiatives such as Junior Scholar, Personalized Learning, and pilot programs.
      • Manages dual enrollment programs offered with higher educational universities and college partners.
      • Coordinates summer remediation programs for middle and high schools.
      • Is effective in the administration and coordination of the Education and Economic Development Act (EEDA).
      • Assists in the coordination of all School-To-Work activities.
      • Assists in the development of administrative rules and policies to ensure compliance with state and federal legislation.
      • Communicates with stakeholders effectively.

      SUPERVISORY RESPONSIBILITIES :

      Supervises assigned coordinators and program areas. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

      EDUCATION and/or EXPERIENCE :

      Master’s degree in Educational Leadership and/or Administration. A valid administrative certificate and at least three years successful principal experience at the secondary level.

      Must be able to effectively deal with the public and staff both in person and on the phone.

      LANGUAGE SKILLS :

      Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

      MATHEMATICAL SKILLS :

      Ability to apply basic concepts of algebra and geometry. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.

      REASONING ABILITY :

      Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

      OTHER SKILLS AND ABILITIES :

      Ability to develop effective working relationships with staff and the school community. Ability to communicate clearly and concisely. Ability to support and coach secondary administrators. Must be able to effectively work with the school community, public, and staff both in person and on the phone. Ability to perform duties with awareness of all district requirements and the Board of Education policies.
