      Position Summary:

      Directs the Special Education program of the District. Ensures program integration with the other instructional departments. Ensures compliance with Special Education regulations (state and federal). Manages Special Services staff. Member of the Superintendent’s Cabinet and assists in school district planning and analysis of current programs, support systems and expenditures.

      Primary Responsibilities/Duties:

      • Provide leadership in the development, operation and evaluation of special education and early childhood education programs, speech, hearing and developmental therapy and psychological services.
      • Assume responsibility for the identification, selection and placement of children in the Special Education and Early Childhood programs. Responds to parents regarding the evaluation and placement of their children.
      • Consults with staff, parents and outside agencies regarding Special Services students and program offered.
      • Collaborate with principals and the Human Resources Director in the selection of instructional staff for the Special Education and Early Childhood programs.
      • Develop and manage the special education and early childhood budgets.
      • Plan, implement and evaluate staff development for Special Education and Early Childhood staff.
      • Responsible for the supervision of 504 plan development and implementation in all schools.
      • Develop interagency networks and collaborative programs for the benefit of students.
      • Provide management of homebound instructional services.
      • Supervise Board Certified Behavior Technician Supervisor and oversee the development and implementation of the behavior intervention model used to created individualized behavior plans for students with Tier 3 behavioral needs.
      • Supervise health services staff and programming including evaluations and ensuring compliance requirements are met.
      • Supervise and evaluate Special Services certified and classified staff members.
      • Oversee the implementation of Right Response training and endure ongoing compliance by tracking staff certification, recertification, and adherence to de-escalation and crisis intervention protocols.
      • Obtains funding from state and federal programs and other sources. Submits program documentation for approval, applies for grants, submits budgets and financial reports and prepares and submits program reports to agencies.
      • Ensures District compliance with local, state and federal guidelines.
      • Monitors staff caseloads and student progress.
      • Develops and maintains complete and cumulative individual records of all children receiving special services or enrolled in special classes.
      • Assists in the adaptation of school policies to include special services needs.
      • Keeps abreast of all legislation and legal requirements governing special education.
      • Serves as an effective member of the District’s Leadership team.
      • Attend School Board meetings and present departmental information when appropriate.
      • Attend meetings and conferences as required.
      • Perform other tasks and responsibilities as may be assigned by the Superintendent.

      Supervisory Responsibilities:

      Supervise the Special Services Department staff in collaboration with building principals when appropriate. Responsible for the overall direction, coordination and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

      Qualifications:

      Education/Experience:

      • Master’s Degree or equivalent.
      • Provisional or standard elementary or secondary Principal’s credential or a Program Administrator’s credential, or a Superintendent’s credential.
      • A minimum of three year’s experience as a special education teacher or special education support staff professional.

      Certificates/Licenses:

      • Program Administrator or Principal Credential.
      • Right Response Certified

      Knowledge/Skills/Abilities:

      • Thorough knowledge of the principles and practices of Special Education management.
      • Knowledge of current laws and regulations pertaining to Special Education.
      • Knowledge of principles and practices of supervision.
      • Ability to schedule, organize and supervise work assignments to assure timely and effective completion.
      • Ability to set work priorities and train, direct, motivate and evaluate the work of assigned staff.
      • Ability to develop and maintain accurate records of assigned activities and operations.
      • Ability to communicate effectively, both orally and in writing.
      • Ability to establish and maintain effective working relationships with other employees and the general public.
      • Maintain a high level of confidentiality.
      • Ability to interpret and apply information from educational publications, professional journals, technical guidance, and relevant laws or regulations.
      • Ability to write reports, business correspondence and procedure manuals.
      • Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public.
      • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume.
      • Ability to define problems, collect data, establish facts and draw valid conclusions.
      • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
      • Must be able to transport between school buildings, districts and cities.
      • Ability to apply knowledge of current research and theory in specific field.
      • Ability to perform duties with awareness of all District requirements and Board of Education policies.
