      Director of Turnaround Optimization

      PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Director of Turnaround Optimization to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our refinery in Paulsboro, NJ or at one of our other locations.

      The role of the Director of Turnaround Optimization for PBF Energy is to facilitate making TA events predictable and competitive across the PBF circuit by assuring that the sites are following a generally accepted TA process (see “PBF TA Management Process”), sharing Best Practices, and driving change and improvement to current practices at all sites. PBF’s TA performance is an improvement opportunity in terms of cost and schedule. The TA budget accounts for more than 50% of the company capital spend yearly. A step change in performance is achievable and desired.

      PRINCIPLE RESPONSIBILITIES:

      • Reports to the Turnaround Senior Director

      • Coordinate and Facilitate the PBF TA Best Practice network, including the scheduling of meetings, the building of agendas, the coordination of presentations from vendors, documentation, etc...

      • Maintains the “PBF TA Management Process”, and works to develop the details of the high level work process to:

        • drive more consistency across the sites

        • ensure the right work is selected during scope development

        • ensure that work is properly planned and executed

      • Work with the VP of Technology and Business Optimization to ensure the TA Business Plans are well coordinated from a hydrocarbon and cash flow perspective.

        • Maintain the 4 year Oil Flow Impact Plan on the SharePoint site

        • Work with the TA Managers to maintain the 10 year TA schedules on the SharePoint site. Coordinate an annual update before the yearly budget cycle.

      • Ensure that TA Assurance Reviews (Scope Reviews and Readiness Reviews) are properly resourced and focused on elements that can make a material difference in the performance of the circuit TA's. To accomplish this goal, the TA Director will need the support of the sites and Parsippany to ensure appropriate SMEs are made available to participate.

        • Maintain the Assurance Review Schedule on the SharePoint site

      • Ensure that the sites are working towards effective cost and scheduling controls so that the TA is transparent to all stakeholders.

      • Facilitate the sharing of resources across the sites during the execution phase of a TA.

      • Develop and/or implement target metrics (cost and schedule) for large scale TA’s by benchmarking within the company, including FCCU, CRUDE, and COKER.

      • Develop and/or implement a readiness scorecard and provide Go/No Go recommendation for senior management for large scale TA’s.

      • Develop and/or implement success criteria for use in post TA evaluations.

      • Maintains a library of turnaround critiques, schedules, and learnings for the use of the TA network.

      • Supports an initiative to increase the interval between turnarounds by reviewing and challenging current practices.

      • Identify key high level report out metrics for assessing progress and status of ongoing turnarounds.

      • Maintains the PBF TA Management Process documents.

      • Other work streams to be developed over time by the TA Director include; Best Contracting Strategy across the circuit, Field Execution productivity, coordinating the evaluation of new technology, Quality Control and Assurance programs, and working with the Operations Network to ensure that best Decontamination and Permitting practices are employed.

      JOB QUALIFICATIONS:

      • Must have experience with transformation of turnaround processes and implementation of best practices across multiple sites

      • Bachelor's degree in Engineering or equivalent experience in lieu of degree will be considered

      • Minimum 15 years experience in a refinery or chemical plant

      • Experience in a turnaround maintenance function required, preferably in a leadership position as turnaround manager or maintenance manager.

      • Experience with Building Trades desired and major project experience or operations experience a plus.

      • Familiarity with SAP, Primavera Project Planner (P6), and Microsoft Excel/Word required.

      • Expected travel- 50%

      The salary ran ge for this position is $141,916.39 - $ 258,439.84. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills a nd internal peer equity will be considered in determining the selected candidate’s compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. In addition to salary, PBF offers a comprehensive and generous benefits package.
