      TITLE: Director of Women/Children Services - Bend

      DEPARTMENT SUMMARY: The Women-Children Service Line provides comprehensive birthing and maternity care to families in Central Oregon. The Family Birth Center (FBC) provides care to women who are at risk for complications and premature birth. The FBC has been awarded Baby Friendly designation. Lactation Specialists provide support to the inpatient mothers and are available in an outpatient setting. The Level 3 Neonatal Intensive Care Unit and a transport program support the critically ill neonate. As the only designated Pediatric Inpatient Unit in Central Oregon, our specialists provide care for a variety of services and supplemental care for children being treated by physicians at other major hospitals. Outreach and continuing education is provided to other hospitals in the surrounding communities.

      POSITION OVERVIEW: The Director of Women/Children Services assumes 24-hour responsibility, authority, and accountability for patient care activities and service operation, provides strategic and operational leadership in the organization as assigned and has specific management authority responsibility for assigned campus services and/or departments. Provides business and operational planning, financial management, physician relationships and partnerships related to the achievement of campus and system strategic goals. Builds and maintains physician, caregiver and peer relationships. Collaborates with physicians for the implementation of policies, procedures, standards, and regulations for the department to facilitate patient-centered, evidence-based care. Provides Service Line oversight for quality and education for the St Charles Madras FBC. This position directly supervises the RN Manager of FBC (Bend) and RN Manager of Pediatrics and NICU (Bend),

      ESSENTIAL FUNCTIONS AND DUTIES:

      Plan, organize, coordinate, and direct department functions and activities to ensure services are provided in accordance with the established St. Charles Health System standards, regulatory and legal requirements. Ensures the continuity of care is maintained during all shifts of the department.

      Provides leadership and management to assigned department(s) and effectively oversees the internal operations of these departments in organization.

      Responsible to maintain optimal quality, customer service, and regulatory compliance oversight for the Women/Children Services.

      Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain high performance teams that meet organizational and department goals. Ensures necessary staffing is provided for all shifts of operation of the department by monitoring, evaluating, and modifying staffing patterns utilizing national staffing guidelines and departmental staffing plan.

      Acts as the department liaison to other hospital departments and outside entities.

      Works directly with the Service Line Medical Director(s).

      Role models two-way communication of the St. Charles Health System mission, vision, values, and strategic plan for the department (staff meetings, rounds, etc.)

      Leads and oversees project work to include financial, clinical and operational performance improvement, revenue enhancement and cost reduction, budget and strategic financial plan development and variance analysis, productivity analysis, and business development support.

      Collaborates with executives and project teams throughout St. Charles Health System to develop and facilitate monitoring of key performance indicators and detailed financial and clinical data to improve patient care and financial performance.

      Coordinates with Directors/Managers to continuously assesses and improve campus operational performance and maintain appropriate quality control programs. Monitors services for performance compliance and develops strategies for corrections.

      Monitors and ensure all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals. Provides and maintains a safe environment for caregivers, patients and guests.

      Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control. Manages operations within the budget. Provides productivity oversight and review. Analyzes costs, productivity, trends, and patient levels for inpatient and outpatient programs. Works with leadership to achieve productivity standards.

      Assists in the development of leadership and caregivers through effective advising, coaching, facilitating, and mentoring.

      Implements relationship strategies for physicians, patient populations and caregivers. Provides and oversees team’s delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

      Facilitates the development and implementation of policies, work instructions, and standards that guide and support the provision of services, maintaining compliance with pertinent laws and regulations.

      Provides leadership in the quality improvement initiatives as assigned. Establishes and assures maintenance of quality and efficiency standards. Manages and continuously improves processes.

      Provides and oversees team’s delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

      Facilitate the growth and development of a culturally competent team in the provision of appropriate care to patients and family members who belong to diverse cultural backgrounds.

      Supports the vision, mission and values of the organization in all respects.

      Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Value Improvement Practice concepts and tools.

      EDUCATION

      Required: Bachelor’s degree in nursing.

      Master’s degree, preferably in a health related field or will consider 3 years of Director level leadership experience, and completion of a Master’s Degree program within 3 years of date of hire required.

      LICENSURE/CERTIFICATION/REGISTRATION

      Required: Current Oregon RN license.

      Ability to travel to business functions/trainings/meetings and all St. Charles Health System worksites.

      AHA Basic Life Support for Healthcare Provider certification

      Preferred: Advanced certifications (RNC)

      ACLS, PALS

      EXPERIENCE

      Required: NA

      Preferred: Three or more years of experience with successful management at the director or equitable management level of a growing multi-specialty operation strongly preferred.

      Experience with the management of multiple hospital departments.

      PERSONAL PROTECTIVE EQUIPMENT

      Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.
