      Job Description:

      Your New Role – Director, Oregon Health Authority (OHA)!

      The Director of OHA is responsible for providing organizational leadership, accountability, and direction for the Oregon Health Authority through the framework established by the Governor, the state legislature, and the Oregon Health Policy Board (OHPB). The Oregon Health Authority includes a combined scope of health responsibilities that is largely unique among state health agencies – it encompasses public health, Oregon’s Medicaid program, health policy, public employee and educator benefit boards, behavioral health, and the state psychiatric hospital. The incumbent is responsible for ensuring that OHA fulfills its mission to promote optimal health and well-being for every person in Oregon, achieves its goal to eliminate health inequity and effectively performs its health protection, promotion, policy development, regulatory and funding roles. Additionally, the Director of OHA provides health policy recommendations to the Governor and represents the agency in state, regional and national settings, including interactions with the state and federal policymakers, media, and partner organizations. This position has a public role to raise awareness about health issues and solutions and ensure OHA is responsive and transparent to communities statewide.

      To fulfill OHA’s vision and mission, the agency is developing a strategic plan with a single overarching goal: to eliminate health inequities in Oregon by 2030. The Oregon Health Policy Board and OHA have adopted the following definition of Health Equity:

      Oregon will have established a health system that creates health equity when all people can reach their full potential and well-being and are not disadvantaged by their race, ethnicity, language, disability, age, gender, gender identity, sexual orientation, social class, intersections among these communities or identities, or other socially determined circumstances.

      Achieving health equity requires the ongoing collaboration of all regions and sectors of the state, including tribal governments to address:

      • The equitable distribution or redistribution of resources and power; and

      • Recognizing, reconciling, and rectifying historical and contemporary injustices.

      Minimum Qualifications Required:

      • Experience in health equity, addressing systemic health disparities and collaborating with diverse, vulnerable, and under-represented populations.

      • Progressive management experience in government funded insurance programs, private health insurance programs, government agency, or research institution.

      • Progressive experience managing multiple large, complex programs, divisions and services and uniting them under one mission.

      Requested Attributes:

      • Possess an understanding of, and commitment to, public health programs, Medicaid programs, and behavioral health prevention treatments, supports and recovery throughout person’s lifespan.

      • Have a passion for best practice and innovation, especially as it relates to large systems and eliminating barriers related to racism and systemic oppression the continue health inequities.

      • Command the ability to empower effective decision-making with Agency leadership and management.

      • Have commitment to excellent customer service.

      • Be committed to equitable service delivery that focuses on achieving results for all populations, with a special focus on communities of color and Tribal communities.

      • Have a proven track record of engaging and collaborating with multiple partners at the Federal, State, Tribal and Community levels.

      • Possess experience in facilitation, negotiating and building consensus among diverse constituents, legislators and interested parties with competing needs.

      • Versed in performance systems and how data and measurement lead to continuous improvement and transformation.

      • Strong support for workforce professional development.

      • Able to effectively manage within a remote work environment.
