DEPARTMENT SUMMARY: The Design and Construction Department at St. Charles Health System is responsible for construction project management at all SCHS owned and leased facilities. The Design and Construction Department provides complete project management services from inception through project close-out/ go-live for all of the following: Master Facility Plan execution, new construction, renovations, departmental relocations, major facilities improvements/ maintenance projects (when involving multiple trades, complex or major capital dollars), environmental modifications associated with new leased spaces and other activities of similar nature. The department works in partnership with clinical and business teams to help provide guidance on new initiatives and deliver high quality projects and services at the best possible cost.
POSITION OVERVIEW: The Director, Planning, Design, and Construction (PDC) at St. Charles Health System is responsible for the implementation of the Master Facility Plan (MFP) and provides institution-wide oversight of all construction and renovation project activities at all SCHS owned and leased facilities and spaces. The Director, PDC is responsible for on-time, on-budget execution as well as the development of relevant updates for the MFP Steering Committee, functional project owners and senior leaders. This role manages planning, design, and construction efforts in partnership with necessary stakeholders at all St. Charles facilities. The Director, PDC must have a strong ability to work with a diverse group of stakeholders to establish organizational standards, draft clear and concise execution plans, and implement change to meet desired outcomes. This role works in alignment with leadership strategies described for the health system which is inclusive of St. Charles Support Services, St. Charles Bend, St. Charles Redmond, St. Charles Madras, St. Charles Prineville and St. Charles Medical Group. This position manages internal and contracted construction project managers.
ESSENTIAL FUNCTIONS AND DUTIES:
Develops/maintains a master plan for all system initiatives requiring construction, activation, or de-activation in conjunction with the Master Facility Plan and in consideration of any ongoing facility maintenance and deferred maintenance projects.
Develops and implements a system-wide standard of contracting and construction that will be applied to all construction projects.
Leads the construction space planning process for renovations and new construction, ensuring that the plans have been properly reviewed by affected departments and approved by system management before construction begins.
Facilitates timely decisions in order to expedite the construction process.
Conducts design reviews, and identifies means to incorporate advances in technology, generate operational savings, and accelerate the construction process.
Maintains a comprehensive understanding of building code and Joint Commission/CMS requirements for healthcare facilities and coordinates with and supports the project architect to work with permitting agencies to expedite the process.
Manages the full approved cost of construction projects to ensure alignment with approved budgets.
Supervises contractor and architect selection process, consistent with system policies, for all capital construction projects and assists with the development of consultant and construction contracts.
Makes recommendations regarding project sequencing, resourcing, and prioritization.
Ensures that program goals and objectives are achieved within the project timeframes and guidelines established by the relevant stakeholders and management committees.
Continually identifies, prioritizes, and mitigates project risks.
Executes operational business plans with clearly articulated goals, objectives, and work outcomes.
Holds individuals/ teams accountable to timelines and plans; manages and adjusts pacing as necessary.
Identifies potential barriers and roadblocks and develops risk mitigation strategies and contingency plans.
Manages escalation paths and supports the development of solutions when new risks emerge.
Identifies and applies relevant tools/ templates/ best practices and shares them with internal project partners including project owners and leadership.
Invites and manages stakeholder feedback, incorporating it into strategic pillar workstreams.
Oversees and ensures that SCHS has positive working relationships with external resources that may be contracted to a project within the program.
In collaboration with the VP, Performance Optimization, hires, directs, coaches, and monitors the performance of all direct reports, to develop and maintain a high-performance team that meets organizational and department goals. Ensures all direct reports remain current with necessary education and certifications.
Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all Design and Construction organizational safety directives and goals.
Supports the SCHS vision, mission, and values of the organization in all respects.

EDUCATION:
Required: Bachelor’s degree in architecture, engineering, construction management or a combination of education and experience that satisfies the minimum qualifications to perform the essential functions of the position.
Preferred: Master’s degree in project management, business administration, or related field.
LICENSURE/CERTIFICATION/REGISTRATION:
Required:
Certified Healthcare Constructor (CHC)/Health Care Construction (HCC) Certification or Project Management Professional (PMP®) certification/Program Management Professional (PgMP) from the Project Management Institute required within one (1) year employment.
Valid Oregon driver's license and ability to meet SCHS driving requirements.
Ability to travel to business functions/trainings/meetings and all SCHS worksites.

EXPERIENCE:
Required: Minimum seven (7) years’ experience in construction successfully managing a range of important, large, and strategic projects, with high levels of complexity and strategic/business criticality. Three (3) to five (5) years’ leadership experience.
Preferred: Experience in healthcare capital project strategy and innovation.
