      Job purpose
      Leading a team of professionals, this role will be accountable to provide project controls services that are essential to a project's success. The incumbent will oversee senior-level leaders working in various areas, such as estimating, cost management, risk management, and scheduling to drive performance within the Capital Portfolio Delivery’s portfolio of projects, by handling tasks related to internal control compliance, participating in periodic project reviews and collaborating with project managers to develop accurate project forecasts in order to identify areas of opportunity and risk. Accountable to lead a centre of excellence ensuring the project delivery model is effective and consistently used and understood across Hydro One Networks.


      Duties and Responsibilities

      • Develop, implement, and support new systems or processes for implementation from a strategic finance and internal control perspective.
      • Designing and implementing reporting methodologies and strategies at portfolio level including summary/management visuals, overall project schedules, sequence visualizations, internal and external interface both pre and during execution to inform strategic business decisions.
      • Responsible for ensuring alignment of project plans and work breakdown structure within/outside of department to ensure successful project monitoring and tracking and evaluating when deviation from standard approach may be required.
      • Oversight of cost, schedule, risk management and change management for both internally constructed and contracted projects across Capital Portfolio Delivery and supporting organizations to ensure alignment.
      • Responsibility for overall project controls lifecycle including but notlimited to project definition, trending, look-ahead, monitoring and closeout.
      • Oversight of cost control including estimate to budget transformation, field data capture, variance analysis, budget management and change control to provide visible to inform business decisions.
      • Accountable to produce project estimates at various stages of project definition for both internally and externally constructed projects, including planning allowances in support of strategic customer connection projects in support of Ontario's growth plans.
      • Development and update of standard and ad-hoc project reporting.
      • Collaborates with other department leads to implement strategic plans in support of various operational requirements for both primary and secondary departments involved in project delivery.

      Management of Subordinates:

      Establish development plans and succession plans aligned with business and individual career progression objectives.

      • Direct and provide senior leadership to staff in the execution of their works.
      • Conduct performance reviews and ensure establishment of goals and objectives as it relates to individual contributions in support of the corporation's strategic objectives.
      • Ensure subordinates' compliance with all legal and regulatory requirements and all corporate policies and procedures and generally accepted practices relating to the work of the businesses.
      • Establish and maintain a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work and continuous improvement opportunities.

      Qualifications

      • University degree in engineering or a construction related field or equivalent relevant experience.
      • 10+ years' experience working with engineering and construction management principles and practices and the associated flow of design and construction project management.
      • Demonstrated significant knowledge of all project management functions, including procurement, materials control, contract administration and project accounting.
      • Capacity to determine program objectives and requirements, and ability to develop standards and guides for diverse technical or administrative activities.
      • Demonstrated ability to establish program policies and procedures and evaluate their effectiveness.
      • Results oriented with outstanding collaboration, communication, interpersonal and team building skills.
      • Extensive knowledge software related to estimating, cost management and planning. Experience with SAP, EOS/Sage, Unifier, and Primavera P6 are considered a strong asset.
      • Extensive knowledge of a variety of estimating methods and techniques as well as earned value management.
      • Working knowledge of design and construction practices. Experience with different managerial approaches to efficiently run a construction project (e.g. Last Planner System).
      • Demonstrated ability to supervise and evaluate the work of subordinates and ensure that all employees are fully trained for the function they are expected to fulfill.
      • Demonstrated ability to develop and maintain effective monitoring and control systems and carry them to the intended conclusions to meet goals for the program.
