      POSITION SUMMARY:

      The Director, Business Applications works under the direction of the Chief Information Officer (CIO).

      This role is responsible for developing the high-level vision and strategy and for Enloe’s business applications, and for service delivery of these functions. Oversight includes (but as the organization evolves, is not limited to) Enterprise Applications, Infor, Integrated Services, and Application/Interoperability Architecture.

      Is responsible for creating the vision and planning, developing, delivering, and managing, a Business Applications program and architecture to support the organization’s clinical and business goals. The program will provide for the implementation and support of complex enterprise application systems, both cloud and on-premise.

      Plans and coordinates within Information Services (IS), other departments and vendors as appropriate to assure the integration and orderly transition of technology, information security, and projects. Assures understanding and compliance with all adopted standards and procedures of Projects and Change Management.

      Identifies opportunities for improvements to existing workflow that may be impacted through the introduction of technology. Leads the formulation of IS strategies for business process improvements, systems performance improvements or system functions that may be required for improving workflow and compliance. Recommends and develops for approval: policies, procedures, and standards relative to information systems and management of diverse technologies. Responsible for frequent communications to keep the organization informed on the status of projects and issues, and to advance customer understanding of IS strategies and system capabilities. Cultivates a customer-focused methodology while collaborating closely with other IS management, staff, and customers. Consistently demonstrates the core values of Enloe Medical Center (EMC) and serves as a role model to other employees.

      The Director:
      o Partners closely with IS Directors.
      o Ensures high-level and detailed project plans, budget analysis, scope, requirements, risks, resource requirements, implementation dates, and milestone dates related to all technical projects are developed.
      o Provides regular status reports to the CIO.
      o Assists CIO with IS strategic planning, implementation planning, and overall IS Service Delivery.
      o Represents IS in key stakeholder meetings as needed.
      o Identifies and oversees recommendations and implementation schedules related to all technology upgrades and required maintenance.
      o Coordinates and tracks project issues and assures appropriate actions are taken to resolve these issues in a timely manner.
      o Actively participates in the Project Request Process and in the development of supporting documents as required by this process.
      o Evaluates new technology to determine the potential utilization of the technology at EMC and identifies any impacts to existing infrastructure or adopted standards.
      o Facilitation and coordination of customers, IS technical resources, and vendors to implement technology, associated components, and appropriate software applications approved by EMC.
      o Evaluates problem situations in-depth, arrives at independent conclusions, makes recommendations to IS leadership and coordinates problem resolution for identified issues.
      o Monitors and strictly enforces approved change management requests and ensures change control guidelines are followed.
      o Develops and maintains capabilities for monitoring system performance and system security measures.
      o Monitors, identifies, recommends and implements security measures and mechanisms as may be required to assure maximum protection to the information systems and assets of EMC.
      o Maintains thorough working knowledge and assures implementation of regulatory standards (e.g. Joint Commission, HIPPA, Title 22, OSHA, HCFA, OSHPD and other state and federal agencies). Assures readiness for surveys, planned or unplanned, and coordinates any follow-up activities for area of responsibility.
      o For new employees, completes hire process and coordinates orientation, work schedule, training, and evaluation according to EMC’s policies and procedures.
      o Identifies certification programs/classes that focus on enhancing the technical knowledge of the staff related to technology for career development.
      o Participates in the development of the departmental operational and capital budget and monitors performance to assure adherence to financial objectives of the organization.
      o Participates in contract review and provides input and approval/disapproval as needed.
      o Recognizes when staff performance standards are not being met and guides employees in developing and achieving objectives, which would result in improvement.
      o Monitors staff compliance with quality improvement activities.


      EDUCATION / TRAINING / EXPERIENCE:
      Minimum:
      * Bachelor's degree in Computer Science, Information Systems, or Business or other related field.
      * Ten years of working technical experience in an enterprise environment.
      * Five years in a management role supporting business applications

      Desired:
      * Master’s degree in Computer Science or Business Administration and five years experience in information services in a hospital environment.
      * Three years technical management experience in healthcare environment.


      SKILLS / KNOWLEDGE / ABILITIES:
      Knowledge of hospital focused software applications, technical operations. Experience with operations of a hospital information services organization is desired. Ability to understand and to express technical concepts in lay terminology. Must have working knowledge of regulatory requirements including Joint Commission standards, HIPAA, Title 22 regulations, and Medicare Conditions of Participation. Must have knowledge of or ability to learn financial management and reporting, quality improvement processes, and human resources management. Must possess conflict management skills necessary to resolve conflict within and among departments and disciplines throughout the organization including the physicians at large. Must have demonstrated experience in handling change management that may result in significant changes to workflow process for users, associates, physicians, and physicians’ office staffs. Must have excellent written and communication skills. Must have the ability to lead, motivate, delegate, analyze information, and handle problem resolutions in an effective manner. Must demonstrate professional judgment. Must be able to manage a complex and varied work environment, multiple complex projects at a time, handle interruptions, manage and negotiate competing expectations and commitments among multiple hospital departments and physicians. Must possess excellent time management skills. Must have a thorough understanding of servers, storage, protocols, database management, Microsoft products, Citrix, local and wide area networks, information security, and systems integration technologies.
