- Develop, lead and maintain a dynamic multi year technology delivery roadmap to align technology business objectives and council mandates, and guide program outcomes and prioritization, resources and budget allocation, and governance

Own technology program lifecycle, governance and supporting tools, including intake and architecture assessments, delivery lifecycle management, financial tracking

Ensure the implementation of programs and priorities are properly sequenced and monitored to achieve goals. Manage dependencies, resources, time and budgets, and ensure the project directions remain consistent with the business, strategies and objectives.

Develop, implement, and lead a comprehensive business technology strategy aligned with the City and TSD’s strategic objectives

Assess industry trends, emerging technologies and their potential impact on TSD’s strategic direction, recommending proactive adjustments to the technology strategy.

Collaborate with key stakeholders to ensure business-IT alignment with technology program roadmaps

Work closely with TSD leadership team to build and integrate strategies into programs as part of ongoing processes.

Work closely to develop performance metrics, value realization frameworks and linkages to overall division and City priorities, aligned with relevant audit recommendations.

Oversees the development and maintenance of a robust and adaptable enterprise-wide technology architecture that supports mid to long term business outcomes ensuring scalability, interoperability, and security, and anticipates future technological advancements and changing business needs.

Develop and ensure technology solutions adhere to established architectural standards and guidelines, actively promoting best practices and architectural innovation.

In partnership with key stakeholders, ensure strategic sourcing balances commercial viability, business outcomes and sustainability

Supports successful program delivery through the build of core practices, program governance, and facilitating process improvements all aimed at strategic outcomes

Oversee Program Management Office that manages all key projects, work program views, and monitors and drives consistent and timely status reporting and communications for the TSD organization and key stakeholders.

Establish and govern support common methodologies and practices across TSD for project reporting (for both agile and waterfall programs) , budget management and resource planning

Define, evolve and deliver Program and governance tools to establish single source for all key project artifacts, with linkage to financials, milestone management, status reporting roll ups to overall delivery and operations plan

Create tools and processes for timely and effective communication and presentations

Collaborate with key TSD and stakeholders on planning, budgeting, resource management, strategic sourcing, enterprise architecture planning and roadmaps

Extensive experience in senior (director or VP level) technology strategy roles

Track record in delivering IT/Technology strategies including strategic planning, program composition, financial and value realization, service excellence and application modernization and rationalization.

Considerable experience in development of modern architectures across diverse system landscapes in medium and large enterprises

Proven experience in architecting across development, delivery and infrastructure teams architecture plans that translate into programs and deliverables across IT work programs

High degree of collaboration across internal IT teams, business leads and partners in developing

Exceptional stakeholder management, backed by excellent communication, influence, and relational skills.

Expertise in leading the development of enterprise architecture, guidelines, and models; experience in providing technology information security frameworks to manage risk and ensure resilience, business continuity and regulatory compliance.

Experience in Technical Architecture, Platform management, integration technologies across modern technologies, integration , platforms and legacy applications

Ability to develop standards for development and technology selection, understanding frameworks across digital, ERP, cloud native, messaging , data, and API technologies

As the Director, Technology Strategy & Program Management you will report directly to the Chief Technology Officer, and will focus on building and executing an innovative technology delivery strategy, as a key player in advancing the overarching goals of the Technology Services Division (TSD). You will drive the creation of a technology modernization roadmap, steering project prioritization, facilitating resource planning, and ensuring a cohesive approach. You support high level decision making and establish a strategic multi year financial and architectural plan that sets the City and TSD up for sustainable technology asset management.
