- Responsible for the development and implementation of construction standards, policies, procedures, and house plans for all SCOR construction programs and projects.
- Ensures compliance with state and federal regulations governing the use of state and HUD CDBG-DR (or other federal) funds, respectively. Collaborate with Compliance Manager on monitoring activities, both desk audits and on-site monitoring.
- Communicates with general contractors, vendors, sub-contractors, and implementation contractors.
- Develop and implement quality control and assurance functions to ensure that SCOR personnel, general contractors, sub-contractors, and implementation contractors are providing high quality, effective services according to SCOR's policies, procedures, requirements, standards, and timelines.
- Track and report on program effectiveness, efficiency, and production levels.
- Supervise and Oversee efforts to detect and prevent instances of fraud, waste, and abuse in the implementation of SCOR construction and grant programs.
- Performs other tasks as assigned/needed by the Disaster Recovery Director.
- Position requires routine driver duties.
- Position requires frequent stooping and/or bending.
- Position requires frequent lifting up to 25lbs. with or without ADA accommodations.
- Knowledge of building codes, laws, rules, regulations, policies and procedures to Disaster Recovery housing programs and/or private industry residential building.
- Ability to exercise judgment and discretion.
- Ability to establish and maintain effective working relationships.
- Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures.
- Ability to communicate effectively and think creatively.
- Work is performed primarily in an office environment, but field work may be required in areas where there are some risks and hazards that are known, predictable and controllable.
- Must maintain a valid SC driver's license.

The Construction Manager will communicate with general contractors and implementation contractors for the purpose of carrying out CDBG-DR projects and other SCOR construction projects in accordance with program requirements. Ensures compliance with state and federal regulations governing the use of state and CDBG-DR funds. Under direct supervision, incumbent is responsible for the development and implementation of construction standards, plans, and procedures. The Construction Manager will direct and communicate with general contractors, sub-contractors, and implementation contractors while carrying out SCOR construction projects in accordance with program requirements. Other job duties and responsibilities include but are not limited to:A bachelor's degree and six (6) years of construction experience in a public or private organization involved in single-family construction programs. At least three (3) years of which involved managing responsibilites including responsibility for program design/compliance/budget.
