This position will work 8 hours a day 10:00-7:00 (1 hour lunch) or 10:30-7:00 (30 min lunch). 6 hours will be dedicated to the dispatching role and responsibilities and 2 hours are dedicated to the routing role and responsibilities.
Part of the dispatching responsibilities will include supporting and processing referrals within transportation as assigned by the director.

POSITION SUMMARY:
Dispatcher:
Acts as central control for daily operations and essential functions for covering all bus routes and field trips. Effectively collaborates with all transportation departments, programs, and school personnel in the accomplishment of the District mission while creating an atmosphere of confidence and support.
Routing Specialist:
Manages the development of regular and special needs routes to provide safe, efficient, and economical transportation for the students of the district. Develops routes to optimize the efficiency of critical school bus resources. Assists in developing and adjusting district routes that support growth and/or change of student home and school demographics.
COMPENSATION:
Initial wage placement according to NCSD/OSEA Collective Bargaining Agreement.

Retirement Plan Contributions
North Clackamas School District participates in the Oregon Public Employee Retirement System (PERS and OPSRP) on behalf of its employees. The district contributes the employer portion; there is also a mandatory employee portion. Upon eligibility, which is defined as working at least six full calendar months in a qualifying position, the employee is required to contribute 6% as their employee portion, via payroll deduction. Part-time employees working at least six months and 600 hours in a calendar year will qualify.
SCHEDULE: 10:00 AM - 7:00 PM or 10:30 AM - 7:00 PM (option of 30 minute or 1 hour lunch). Subject to change, depending on department needs.
WORK CALENDAR: 185 days
MINIMUM QUALIFICAITONS:

Incumbents must have successful experience in working with culturally diverse families and communities, or have otherwise demonstrated a commitment to strengthening engagement of a diverse community and skill in communicating with a diverse population.
• High School Diploma or equivalent.
• Minimum of two years of progressively responsible experience in pupil transportation.
• Possess and be eligible to obtain within six months a Commercial Drivers License and possess a safe driving record.
• Possess and be eligible to obtain within six months a State School Bus Driver’s Certificate and appropriate licensing endorsement.
• Ability to work under pressure and resolve conflicts.
• Knowledge of laws, codes, rules, policies and regulations relating to pupil transportation.
• Strong understanding and history of successful customer service and ability to establish and maintain effective relations with patrons and staff.
• Effective oral and written communications; analytical ability, and knowledge and skill in the use of office technology and office software.
• Ability to delegate, work both independently and cooperatively as a team.
• Ability to make decisions and operate efficiently under pressure within short time constraints.
• Ability to multitask, organize work, set priorities, and meet deadlines.
• Ability to read and interpret area and street maps

MAJOR DUTIES AND RESPONSIBILITIES:
Dispatcher:
1. Program Operations:
a. Acts as the first point of contact for the schools and families needing assistance with resolving issues related to Transportation.
b. Manages emergency situations quickly and effectively.
c. Develops, assigns, and monitors assigned routes, schedules, and field trips.
d. Assists in the resolution of conflicts pertaining to assigned routes.
e. Builds strong working relationships with school personnel using model of customer service.
f. Knowledge and management of software relating to attendance, tracking trips, and routing.
g. Communicates changes or information to drivers via two-way radio, ensuring all parties use proper radio discipline and procedures.
h. Provides information on extreme road conditions to all drivers to include construction sites.
i. Assists in coordinating emergency exit drills for all routes during the school year.
2. Customer Service:
Assist in creating a customer service culture that assures the operational program is responsive and sensitive to the needs of students, patrons, and school staff. Assist in creating a welcoming environment and providing flexibility to respond to the needs of customers.
3. Program Evaluation, Analysis and Feedback:
Participates in periodic assessment of program effectiveness and/or changing needs.
Routing Specialist:
1. Develops, controls, and maintains school bus routes as assigned. Operates routing technology software and equipment to assist route planning and scheduling.
2. Plans, coordinates, and oversees the routing, scheduling, and daily transportation services including regular and special education services. Assures compliance with time schedules and applicable laws, codes, rules, and regulations.
3. Recommends course of action to Transportation Director regarding route compliance and suggestions from parents, principals, students, and teachers.
4. Builds and maintains effective relations with central office and building staff.
5. Assist in creating a customer service culture that assures the operational program is responsive and sensitive to the needs of students, patrons, and school staff.
6. Conducts periodic on-site reviews of bus routes including stops, turn around points, driving time, mileage, bus loads, and schedules.
7. Participates in periodic assessment of program effectiveness and/or changing needs.
