      This position requires a valid Class (A, B, C, or E) driver license with an acceptable driving record in accordance with the Department's Drivers Record Requirements Policy. An unacceptable driving record is defined as any of the following:

      1. three (3) or more moving violations in the past 3 years that accumulate 3 or more points per violation;
      2. any 2 convictions of reckless driving in the past 3 years;
      3. a suspension or revocation of the driver license for moving violations in the past 3 years; and
      4. a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction in the past 4 years

      Your driving record will be reviewed and the status of your driver license confirmed.

      POSITION DESCRIPTION: Administer the Maintenance Management System (MMS). Performs quality checks on production, equipment, and material utilization for all work performed by field crews in the District. Analyzes the variances in standard man hour per unit rates established by the Central Office with the actual MMS data for the District on a continuing basis to determine where correction or redirection is needed. Verify contract maintenance reporting and ensure the data is being input timely and correctly by contract staff.

      Develop and implement the District's Quality Control Plan for RCI and MMS. This includes conducting Quality Control Inspections at all field offices to verify compliance with accepted practices and procedures. Provide written reports detailing the results of the reviews and inspections noting any areas of concern.

      Establishes procedures, provides technical assistance, and oversees preparation of Annual Work Plan by the MMS staff and field office management. Reviews the overall monthly progress of the District work force in reference to compliance with the field units' Annual Work Plans and standard production requirements.

      Ensures the proper collection of Roadway Characteristics Inventory (RCI) for all lane miles within the District areas of responsibility. Coordinates with the field offices and Asset Maintenance Project Managers to ensure that all characteristic data is updates every five years. Performs field reviews and quality checks to ensure that the field inventory does not vary from the RCI data by more than 10%. Researches and performs special projects as assigned by the District Maintenance Engineer, this includes but not limited to data gathering, analysis, and creating reports for various projects.

      Oversees and provides training to all staff within the District for both collecting and entry of Maintenance Management System (MMS) and Roadway Characteristics Inventory (RCI) data. Provides updates to all staff within the District for revisions or changes to reporting requirements and follows up to ensure these changes are being implemented properly at the field office level.

      Oversees the Work Needs Survey Program that prioritizes and sets schedules for maintenance work activities in the field. Provides necessary training for field employees to perform this survey utilizing sound engineering procedures in maintaining the State Highway System at the prescribed level defined in the Maintenance Condition Standard Program.

      KNOWLEDGE, SKILLS AND ABILITIES: Ability to communicate effectively both orally and in writing. Ability to understand and interpret plans, specifications, design standards and manuals. Knowledge of computer programs applications. Ability to access, input, modify, and retrieve information from a computer database. Ability to work with both internal and external customers and/or technical or nontechnical personnel in a tactful manner. Knowledge of the Maintenance Management System and Roadway Characteristics Inventory. Knowledge of roadway maintenance operations and activities. Ability to analyze and interpret engineering data. Ability to analyze processes and suggest improvements. Ability to handle multiple tasks simultaneously .

      OTHER JOB RELATED REQUIREMENTS: Incumbent will be required to support the Department's Emergency Operations Unit whenever required.

      MINIMUM QUALIFICATIONS: High School Diploma or Certificate of High School Equivalency. Two Years infrastructure design, construction, or maintenance experience, or an Associates Degree. Class E Drivers License.

      A Competitive Area Differential (CAD) additive in the amount of $ 1,976.00 will be added to the annual salary.
