We are currently looking for a DOT Compliance Specialist I/II/III for our Houston, TX or Owensboro, KY office.
POSITION DESCRIPTION:
The DOT Compliance Specialist I/II/III role will be involved in the Management of Change (MOC) process for Compliance Services by reviewing current procedures against proposed revisions, reviewing updates of code from Federal Regulations 49 CFR 192 and 195 and other Intrastate State regulations, routing for approvals, and updating compliance documents and Portal as required after approval of the revision. The role will create team sites and maintain the Operations and Engineering page of the Portal to ensure that procedures and forms are up to date, documentation is easily accessible, and all links work as expected. The role will process Operator Qualification (OQ) documentation in Veriforce for Boardwalk employees to ensure that OQ documentation meets the requirement of current regulations and Boardwalk is maintaining compliance. The role will also establish new users in Veriforce when needed.
This role will also conduct annual reviews with Field Operations and Control Room representatives of the Emergency Response Plans.
The role should be able to review OMS DOT compliance reports for issues and assist Operations for PHMSA and State audits. This role may be asked to participate in audits by pulling necessary data, identifying correct procedures to meet regulation requirements and assist with the on-site inspection documentation. This may require travel to field locations throughout the Boardwalk system. Included in these audits will be the requirement to identify the appropriate data needed to be provided to the auditor and how to best document the requests of the auditor.
It is expected that this role may be asked to work with new Field Administrators and assure they understand proper documentation of various compliance requirements. This may require travel to field locations throughout the Boardwalk system. This will include creating and delivering training to these individuals and working with Field Administrators to correct deficiencies which may be occurring.
The role will submit PHMSA and National Registry Notifications as needed for reportable incidents and accidents, constructions notifications, conversion of services notifications, as well as other required notifications per regulations with 49 CFR 191, 192, & 195.
The role will support Boardwalk’s Public Awareness program. This will involve performing specialized MOCs, developing knowledge of the National Pipeline Mapping System (NPMS), proofing Public Awareness brochures, mailers, replying to the public from data requests from the Public Awareness email box, and supporting specialized PHMSA inspections when necessary.
The role will provide compliance support for Control Room Management for natural gas and hazardous liquid operations. This will involve performing specialized MOCs and supporting specialized PHMSA inspections when necessary.
The role will also be required to review PHMSA Interpretations, Advisory Bulletins, and National Transportation Safety Board (NTSB) Advisories for applicability to Boardwalk and assist Compliance Services Management in determination if a change in procedures or policies is necessary.
The role may be asked to complete in-house compliance assessments to identify opportunities for improving compliance with 49 CFR 192, 49 CFR 195 and Underground Natural Gas Storage Regulations. This position is expected to perform such assessments and coordinate efforts with other Compliance Services staff members. Majority of these compliance assessments will occur at Boardwalk Field Locations. Compliance assessments may include reviewing on-site records, facility drawings, site specific plans regarding compliance with the Operations and Maintenance Manual and associated documents. Once an improvement area is identified Compliance Services will work with appropriate company personnel to achieve this improvement.
Create various reports and tracking sheets for the department. These reports will require decision making to determine overall compliance associated with the various studies. Associated with these efforts will be creating talking points, trainings, etc., to help ensure Company personnel are meeting compliance requirements.
This position will need to know the requirements in Federal Regulations 49 CFR 192 and 195.
The position will be required to learn requirements in BWP compliance documents such O&M, ERP, OQ, etc.
