- Performs complex management and oversight activities to ensure continuity and effectiveness of daily operations related to the organization and Focused Deterrence.
- Acts as the liaison between law enforcement, governmental agencies, and community stakeholders and organizations.
- Formulates and document tailored strategic plans to offer resources to chronic offenders that genuinely meet their needs to reduce recidivism.
- Maintains working relationships and develop new relationships with community partners to fulfil the needs of chronic offenders so that resources such as food, clothing, emergency housing, job training and opportunities, internet resources, mental health services, etc., can appropriately be made available to chronic offenders.
- Plans, schedules, and oversees meetings pertaining to Focused Deterrence, and maintained relevant documentation related to these meetings.
- Coordinates, tracks, and measures the efforts of governmental agencies (code enforcement, health departments, Street Services, etc.) and non-profit community partners and organizations.
- Coordinates the communication between government partners, the University of Texas San Antonio (UTSA) research team, and community stakeholders and organizations.
- Manages and coordinate special requests and coordinate responses to the City Manager or City Council to provide accurate and timely results.
- Oversees financial and budgetary management and review operational effectiveness of multiple complex projects to ensure effective departmental performance.
- Oversees and supports field work.
- Proposes mid and long-term objectives for the project.
- Provides weekly status reports to Departmental, governmental, and community stakeholders for on-going projects.
- Designs indicators, methodologies, and other tools to ensure quality in the implementation of projects.
- Plans and updates project implementation timelines.
- Proactively identify risks for project implementation and prepare mitigation proposals.
- Proposes scale-up strategies for projects, including through identifying and pursuing funding opportunities.
- Identifies and develop additional community partners and working relationships to meet the needs (including funding) of the crime plan.
- Develops detailed presentations, policy briefs, summaries, and reports.
- Performs any and all other work as needed or assigned.
- Must have a valid Class "C" Driver's License prior to employment. Must obtain Texas Class "C" driver's license within 30 days of hire per state law.
- Must be able to pass FBI criminal background fingerprint check for compliance with state and federal requirements for criminal justice information security standards.
- Must pass a drug screen.
- Dexterity of hands and fingers to operate standard office equipment, including computer keyboard.
- Adequate vision for reading and composition of written work product.
- Mental acuity to understand and process complex technical information.
- A criminal background check and psychological evaluation will be conducted on all successful candidates prior to being appointed to the position.
- Knowledge of Federal, state, and local laws and regulations.
- Knowledge of Business administration, principles, practices, and techniques,
- Knowledge of police organizations or crime prevention and/or security programs.
- Knowledge of citizen security and violence prevention.
- Proficient in Google Drive, MS One Drive, MS Teams, MS Office, etc.
- Proficient in communication skills, both verbal and written, including the ability to present ideas and negotiate with senior officials.
- Exceptional organizational and administrative skills, with a strong attention to detail.
- Skill in monitoring and evaluating large team projects.
- Skill in research and data analysis.
- Skill in problem solving.
- Ability to structure and lead workshops and encourage a teamwork environment.
- Ability to be culturally sensitivity and demonstrated ability to work successfully with diverse constituencies.
- Ability to lead productive interactions with different project stakeholders: governmental agencies and entities, service providers, researchers, police, community stakeholder, non-profit organizations, and at-risk populations.
- Ability to carry out assignments with limited supervision; enforce timelines and deliver high-quality work.

The DPD Project Implementation Manager - Focused Deterrence provides administration and overseeing of projects related to the Chief of Police’s Violent Crime Reduction Plan, specifically involving Focused Deterrence strategies. This position is the liaison and coordinate the efforts of Departmental personnel, City governmental entities, and community partners and organizations to leverage all available resources to reduce recidivism in chronic offenders. Utilizing all governmental and community resources, the DPD Project Implementation Manager – Focus Deterrence engages directly with chronic offenders to genuinely offer resources to facilitate a positive change in behavior.Experience
Seven (7) years of significant leadership experience in project management or process improvement. Three (3) years’ experience of managing large projects and teams (experience can be concurrent).
Certification
Must pass and obtain CJIS certification after 6 months of employment.
Education
Bachelor’s degree in Business Management, Public Administration, Sociology, Law, Political Science, Economics or related field.
