Work involves administering or assisting in the administration of a human resources program and ensuring compliance with state and federal laws and regulations, including as specifically related to Law Enforcement promotional and awards processes. Work is performed under moderate supervision, with limited latitude for the use of initiative and independent judgment.
The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIAL DUTIES / RESPONSIBILITIES
1. Provide assistance with the implementation and administration of LEPS activities and functions.
2. Prepare awards and citations and assist the Captain as necessary in the presentation of these awards in a public forum.
3. Provide assistance to internal/external customers regarding promotional and award procedures.
4. Assist in coordination and monitoring of Career Boards for law enforcement promotional processes ensuring board members have necessary documents and applicable procedures on hand.
5. Receive and process promotional board results, ensure they are approved through the Regional Director, Division Chief and Deputy Director.
6. Assist with updates to existing testing databases, including offsite testing stations maintained by vendor.
7. Prepare and examine data and results from promotional process to ensure retention schedule is followed.
8. Review personnel files and performance evaluations, print bio sketches for testing requirements, and ensure proper handling of sensitive and confidential information.
9. Administer the testing processes for law enforcement promotional processes.
10. Ensure strict security of test items during development and distribution to test administrators.
11. Cross-train with LEPS Promotions Specialist in order to serve as backup.
12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
13. Perform other duties as assigned.
!*!GENERAL QUALIFICATIONS and REQUIREMENTS
Education – Graduation from high school or the equivalent. Graduation from an accredited four (4) year college or university with major course work in human resources management, business or public administration, organizational development, or a related field is preferred.
Experience – Minimum two years’ experience performing progressively complex clerical/administrative work; experience in promotional processes and reviewing personnel data is preferred.
Licensure and/or Certification - Valid driver license from state of residence.
Regulatory and HR knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures, with special focus on HR/LEPS-specific processes.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers/hardware/software/operating systems) – Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and/or Remote/Telecommuting work and/or Travel – Availability for after-hours and weekend work may be required. Telecommuting up to five (5) days per week. Occasional travel may be required.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
