GENERAL DESCRIPTION: Perform highly complex (senior-level) computer programming work to develop and implement automated systems for performing complex records maintenance and manipulation in assigned organizational components of the Department. Work involves coordinating programming projects with other team members, analyzing proposed computer applications and complex administrative systems; identifying and defining user requirements as well as defining computer systems to satisfy those requirements; writing, documenting, testing and refining applications and software programs to accomplish program objectives; and implementing and maintaining systems and providing technical support to users. May supervise the work of others. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Design highly complex client server applications using various programming languages.
2. Analyze proposed computer applications in terms of equipment requirements and capabilities.
3. Analyze, review, and revise programs to increase operating efficiency or to adapt new procedures.
4. Develop block diagrams and machine logic flowcharts to represent operations and data flow for applications.
5. Code, test, and debugs programs and prepares test data.
6. Compose, review and corrects documentation on technical systems.
7. Assist in developing solutions to software-related problems.
8. Assist in developing standards and procedures for programming staff.
9. Consult with other staff members to schedule work and coordinate programming projects.
10. May assist in preparing detailed analyses, plans, diagrams, and verification procedures for existing and proposed computer applications.
11. May develop and implement specialized programs to supplement and enhance systems software.
12. May assign and/or monitor the work of others.
13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
14. Perform other duties as assigned.
!*!GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited two-year college or university with a major in Computer Science or a related field is required.
Experience – Minimum of three (3) years’ experience on a team with technical developers through a full system development life cycle using three (3) or more of the following: Java, Java related tools for application development, SQL, or DB2 is required. Experience with Tapestry, Hibernate, GWT, XML, XSLT, and JDBC is a plus.
Substitution Note: Additional work experience of the type described may be substituted for the education requirement on a year-for-year basis.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. Ability to understand, to effectively apply and to convey to others complex oral and written instructions, manuals, procedures and information expressed in technical and non-technical terms.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
