      ITSBA Context

      The ITS Business Administration Department (ITSBA) is a central pillar in the World Bank Group's IT, responsible for managing the business of ITS. ITSBA serves as a strategic catalyst, navigating IT transformation, endorsing agile and lean methodologies, and sculpting the IT workforce blueprint. It champions stringent governance, proactive risk management, and unwavering compliance with policies and standards, while also ensuring meticulous financial oversight of IT resources. ITSBA is the driving force behind organizational change and transformation efforts, instilling a culture of innovation and continuous learning. ITSBA is responsible for equipping the IT workforce with the necessary skills to address both present and future technological advancements and managing strategic sourcing and vendor management.
      The department encompasses several key areas:

      Unit

      The Transformation Management Unit (ITSTM), recently established, is dedicated to driving enterprise-wide strategic transformation programs, organizational change management, and digital transformation initiatives within the ITS department. As a newly formed unit, it plays a pivotal role in ensuring the successful execution of high-impact projects that deliver measurable value and support the adoption of Agile and lean methodologies. By guiding the ITS department through its digital transformation and change journey, the unit fosters a culture of continuous improvement and innovation. It ensures that all key initiatives are strategically aligned with the World Bank Group’s objectives, positioning ITS as a critical enabler of organizational success.

      The Transformation Scrum Master helps the scrum teams work more effectively by identifying and eliminating impediments, promoting standards and best practices, and providing continued support through coaching and mentoring. The scrum master ensures the smooth operation of agile processes and activities and is responsible for leading daily stand-ups, backlog prioritization meetings and retrospectives.

      Roles and Responsibilities: Transformation Scrum Master

      Organize and facilitate agile activities and ceremonies including daily stand-up meetings, sprint reviews, retrospectives, sprint and release planning and product backlog refinement sessions.

      Ensure that all meetings are positive, productive, stay on topic and are kept within the timebox.

      Collaborate closely with the product owner to manage the backlog.

      Effectively manage user story estimation and forecasting.

      Champion and facilitate adoption of agile standards, tools and best practices.

      Coach team on established IT and corporate standards (e.g., security, quality, and architecture) to minimize operational and reputational risk.

      Proactively identify and resolve impediments to team progress.

      Communicate with leaders across the organization to ensure transparency into delivery progress, challenges and risks.

      Utilize team feedback and metrics (e.g., quality, delivery, cadence, etc.) to identify areas of opportunity and work with team to continuously improve to achieve excellence.

      Coach the team to improve collaboration and self-management, promoting healthy interactions both within the team and with external stakeholders.

      Represent the team at broader planning and coordination sessions (e.g., Scrum of Scrums).

      Support the team in using agile planning and development tools (e.g. JIRA, Confluence, Rally).

      Experiment with new practices and frameworks to improve team outcomes.

      Actively participate in learning opportunities such as communities of practice or conferences to improve skills and better support the team.

      Contribute to the advancement and improvement of agile practices within the organization.

      Selection Criteria

      A Bachelors’ degree in either technology management, computer science, finance/business, data analytics, organizational management/development, or a relevant discipline, with at least 5 years of relevant experience, preferably in the IT transformation field, OR an equivalent combination of education and experience.

      Certification preferred (e.g. CSM, CSP, PMP, SAFe).

      Experience

      3-5 years of experience with agile development.

      1-3 years of scrum master experience.

      Agile, scrum, or project management

      Background in relevant industries, functions, and/or technologies is preferred.
