The South Asia Region Context
The South Asia Region comprises eight countries (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world’s poorest, with 216 million people living below $1.9/day.

The Sustainable Development Practice Group
The Sustainable Development (SD) Practice Group (PG) helps countries tackle their most complex challenges in the areas of Agriculture and Food, Climate Change, Environment, Natural Resources & Blue Economy, Environmental and Social Framework, Urban, Disaster Risk Management, Resilience & Land, Social Sustainability and Inclusion, and Water. SD program in SAR has an active portfolio of 116 operations with $20.77 billion under implementation, a strong pipeline, and a dynamic program of ASAs across all SD sectors.
Unit Context
The South Asia Urban Unit within the Urban, Resilience and Land Global Practice is seeking to recruit a qualified and motivated individual as Extended Term Consultant (ETC). The selected candidate will support the Urban Development Team based in New Delhi to implement the critical and expanding Urban Development program in India. The candidate is expected to be based in New Delhi, and to work on preparation and implementation of projects in different Indian states. The selected candidate will be expected to travel within India on a frequent basis in order to adequately carry out the roles and responsibilities of the position.
With the highest concentration of the world’s poor, South Asia is now at the forefront of a major population shift from a largely rural population to a rapidly urban one. The Region includes eight countries with a total population of about 1.5 billion people (Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka). The region is currently the least urbanized region of the world, with only about one-third of population in cities. Yet its economy is well along the transition from farm to nonfarm sectors, the latter accounting for over two thirds of the region’s economy and over 80% of the economic growth. South Asia has one of the world’s largest groupings of megacities and cities with over one million population. Climate change and resilience is also becoming an important and integral part of the urban agenda.
To support clients in addressing their large urbanization challenges, the urban group in South Asia is engaged in (i) financing investments, (ii) providing technical assistance, and (iii) undertaking non-lending analytical and policy advisory work, in response to client demands.
Duties and Responsibilities
The candidate will:
• Provide operational support to Urban team members during the preparation/implementation of projects with special focus of assisting teams in day-to-day project management
• Provide project supervision support on lending and analytical activities and liaise with project government counterparts and other Bank units as directed by Task Team Leaders
• Participate in operational missions. Support Task Teams in the planning, coordination and documentation of operational missions.
• Assist in development of new business opportunities in the urban sector in line with the country strategy and the Bank comparative advantage.
• Support preparation and implementation of workshops, knowledge sharing and/or training events, etc.
• Interface with governments representatives in following up project implementation and resolving implementation issues. Provide technical inputs and guidance to counterparts.
• Prepare project documents, terms of reference, operational manuals, grant proposals as required. Contribute to project reports.
• Support Urban teams to supervise the work of consultants and junior staff
• Work independently, under limited supervision, seeking guidance on complex projects/issues from senior specialists
• Participate in professional development and knowledge sharing activities in the urban sector and contribute specific knowledge both within the assigned countries and in the World Bank.
• Perform other duties and functions as assigned by the Practice Manager.
Selection Criteria
• Post graduation (Masters) in engineering, planning, economics, finance or a similar field from a recognized university.
Experience:
• At least 5 years of directly relevant experience in areas of urban service delivery/urban management/urban governance/urban housing/climate change and urban resilience. The candidate should demonstrate experience of undertaking standalone research/analytical studies in the urban sector in addition to project implementation/management experience. Experience of working in India is required; experience of working in other developing economies will be advantageous.
• Up to 10 years of experience of working in development sector.
• Experience in the financing/design/operation and management of urban infrastructure with a focused on water and wastewater aspects, urban finance, land and/or housing projects in urban areas will be advantageous.
• Experience of working with the Government is essential wherein the candidate should be able to demonstrate a direct role in engaging with government agencies and in strategic partnership building
• Experience working with a wide range of stakeholders, NGOs, international organizations and development partners.
Skills:
• Experience in analytical and operational work;
• Demonstrated ability to effectively coordinate activities involving multiple disciplines and organizational units, as well as to maintain high service standards under pressure, meet deadlines, and accommodate simultaneous demands from various sources;
• Ability to deliver high quality outputs while working under pressure and within tight time schedules, proven ability to coordinate a large portfolio of activities;
• Capacity to innovate, integrate and develop new ideas into programs and projects on the ground;
• Track-record of dealing effectively with external and internal clients;
• Demonstrated ability to work effectively with Government officials;
• Strong task and project management skills;
• Willingness to travel is required;
