      RESPONSIBILITIES/ESSENTIALFUNCTIONS

      The Early Childhood Services Manager assumes responsibilities common to all administrative and supervisory positions as adopted by Oakland Family Services and described in the Agency Manual; provides direction and performs specific requirements of programs under departmental jurisdiction; assures orderly procedures for translating Agency goals and values into practice; accounts for and enhances quality services to clients; and develops a context for the enrichment and growth of staff assigned to all programs within that department. The Early Childhood Services Manager reports to the Director of Early Childhood Services..

      The following represents a summary of the major duties and responsibilities performed by incumbents in this position. Incumbents may be requested to perform related tasks other than those specifically presented.

      SPECIFIC DUTIES/JOB EXPECTATIONS

      Program Management

      • Provides program direction to assure that licensing requirements and standards promulgated by the Alliance for Children and Families and standards for accreditation are met, and that contractual obligations are fulfilled. Assures that standards and regulations of Part C of IDEA (Individuals with Disabilities Education Act) are met.
      • Modifies existing Early Childhood Services programs when indicated to meet client and community needs.
      • Delegates and shares responsibility for developing programs and preparing program proposals for the Early Childhood Services programs.
      • Shares in maintaining acceptable standards for quality of service provision within the limits of sound professional practice.
      • Assures that orderly systems are in place to respond to requests for prompt service delivery.
      • In conjunction with the Director of Early Childhood Services, develops and monitors Early Childhood program budgets and ensures that programs stay within budget parameters.
      • Identifies desired outcomes of service and develops and maintains mechanisms to measure these outcomes.

      Personnel Administration

      • In collaboration with the Director of Early Childhood Services, participates in hiring new staff, disciplining of current staff, assignment of staff, and release of staff.
      • Supervises personnel within the Early Childhood Services program area.
      • Actively participates in and supports regular and on-going staff development and training activities on early childhood, developmental delays, parent education, etc.
      • Provides leadership and oversight for the volunteer component in programs within the department.

      General Administration

      • Supports and ensures compliance with Agency policies and procedures.
      • Evaluates service and service delivery methods.
      • Other duties as assigned.

      Community Relations

      • Represents the Agency in the community by participation in seminars, workshops, committees, and other arenas relevant to the field of practice.
      • Promotes the Agency position and programs to various related interest groups in the community including.
      • Provides project management to programs as indicated in funding proposals.
      • Represents Oakland Family Services as the Early On Contractor to Oakland Schools and in other community relationships related to the Early On Contract.

      QUALIFICATIONS

      • Bachelor’s Degree in a human services field with knowledge of early childhood development.
      • Selected candidates for this position must possess a sensitivity to the diversity of the Agency’s service population including (but not limited to) differences of culture, race, religion, gender, sexual orientation and socioeconomic characteristics.
      • Skills in organization and management of materials and resources.
      • Utilization of positive management techniques in program operation.
      • Ability and skills in the team approach to planning and problem solving.
      • Well-developed verbal and written communication skills.
      • Ability to establish and maintain good relationships with persons internal and external to the agency.
      • Ability to accept supervisory direction and to work independently on assigned tasks.
      • Skill in office procedures, data entry and human services.
      • Special abilities and skills that are necessary to perform the required tasks and that best meet the needs of the Agency also will be considered. Any standard above may be waived when compensating specifications or circumstances.
