Reviews submitted documents to confirm that key information agrees with information the Operator provided in the associated Form 3A. If the information agrees, the position approves the Form 3A. If the information does not agree, this position consults or relies upon standing guidance provided by the Financial Assurance
Supervisor as to what information needs to be communicated to the Operator and whether to return to draft or deny the Form 3A.Reviews requests to release previously submitted assurance documents and determines, based on guidance
provided by the Financial Assurance Supervisor whether to release the documents.- Contact each assurance provider to confirm the instrument is still valid and report any anomalies to the supervisor.
- Process Operator Registration Form1 and Form 1A, Name Changes, Mergers and Acquisition
- Review, process or approve all forms, documents and financial assurance for completeness.
- Determines whether to accept and approve, or notify operators of any deficiencies.
- Determines the amount of financial assurance and type(s) necessary per ECMC 700 Series Rules as acceptable to the financial assurance laws, rules and policies as established by the Oil and Gas Act and the ECMC Rules.
- Verify the operator requesting new registration with ECMC is not on the Rescinded Operator list.
- Verify, review, process, approve and accept or notify operators of any deficiency(s) in the submitted documents for new registration, name change, mergers and acquisitions.
- Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
- Additional appropriate education will substitute for the required experience on a year-for-year basis.
- Current or former State experience relevant to this position.
- Ability to explain the work processes and ECMC rules
- Strong written and verbal communication skills, leading organizations, projects and stakeholders.
- Demonstrate effectively organizing high volumes of complex paperwork.
- Colorado residency is required at the time of application.
- A current & valid Driver's license is required for operating a state vehicle and occasional travel is anticipated.

The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of the natural resources of oil and gas in the state of Colorado in a manner that protects public health, safety, welfare, the environment and wildlife resources. Our agency seeks to serve, solicit participation from, and maintain working relationships with all those having an interest in Colorado's oil and gas natural resources.
This work unit exists to direct and implement the policy, planning and budget mission of the Energy and Carbon Management Commission (ECMC). It is responsible for fiscal policy, financial planning and budgeting, accounting, contracting and procurement, management of financial assurance instruments, and oversight/auditing of production reports and levy payments. This unit provides accountability of all funds related to the various programs of the division, directs the legislative coordination for the division, and manages purchasing and accounts payable for the division.OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
Assurance Documents and Release Requests:
This position accepts operator’s financial assurance documents and requests to release previously submitted documents.
Annually document and track Financial Assurance Instruments to verify their existence, confirm required restrictions are applied, verify balance amount, and to verify ECMC has access to the funds. Update and provide the State Treasury with any changes to the accounts.
Operator Registration and Compliance is required to ensure that permits are not issued to operators whose financial assurance has been forfeited in Colorado or to operators that are not legally registered and bonded for oil and gas operations.
Maintain statistical count of new and inactive operators regarding new bonds, bond releases, and bond claims.OPEN ONLY TO CURRENT RESIDENTS OF COLORADO
MINIMUM REQUIREMENT S:
Four years of experience in an occupational field related to the work assigned to the position.SUBSTITUTIONS:Please note : The required experience must be substantiated within the work experience section of your application.
