      The Opportunity:

      Hello Emergency Management Leaders!

      We are looking for a strategic leader to join our emergency management team. As an Emergency Management Division Chief , you are responsible for managing each aspect of building an effective management team and then managing them during an emergency with a focus on saving lives, reducing injury and ensuring services and resources have an equity focus. You will be tasked to strategically identify long term emergency response trends, align program action plans with Countywide initiatives, and collaborate with others to achieve incremental goals for the Office of Multnomah County Emergency Management (MCEM).

      The primary duties for the Emergency Management Division Chief include:

      • Direct the emergency management program within the Incident Command System (ICS) Structure and manage the Emergency Operation Center (EOC) when activated.

      • Provide strategic development, direction, and implementation for Countywide disasters, emergency responses, procedures, processes, and coordinates related programs with cities, neighboring counties, the state, and private and non-profit organizations.

      • Serve as the subject matter expert on response readiness and operations, training, and community engagement.

      • Oversee the Development of County and Multi-Jurisdictional Emergency Management Plans and procedures.

      • Manage exercise programs, training programs, after action report developments, improvement plans, and oversee multiple on-going complex projects, such as the Multi-Jurisdictional Plans, County-Wide Standard Operating Procedures, County Emergency Operations Plan, County Mitigation Plan, Alert and Warning Standard Operating Procedures, Communication Plans, Continuity of Operations Plans, Recovery Plans, etc.

      MCEM is a professionally-diverse team! The team works in a flexible environment and collaborates with partners across emergency management programs including Planning, Operations, and Logistics.

      TO QUALIFY:

      Minimum Qualifications/Transferable Skills*:

      • Bachelor’s degree or equivalent related work experience

      • Five (5) years of responsible and major program experience in the field of emergency management

      • One (1) year of experience leading and supervising staff

      • A valid driver’s license

      • Ability to pass background and professional reference checks

      • Ability to promote a culture of respect, inclusiveness and appreciation of diverse perspectives, backgrounds and values

      • Ability to complete the required National Incident Management System (NIMS) courses (IS 100, 200, 300, 700 & 800) within six (6) months of hire

      • Ability to complete the FEMA Professional Development Series Certification (IS-120, 230, 235, 240, 241, 242 & 244) within one (1) year of hire

      • Ability to obtain Certified Emergency Manager certification through the International Association of Emergency Managers and/or the Oregon Association of Emergency Managers within 18 months of hire

      Type of Position: This is a salary, non-represented position that is not eligible for overtime. Designated as essential personnel and will be required to work during emergency situations, such as inclement weather, disasters, and events. This may require irregular work hours, work at locations other than the primary work location.

      • Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
