      Position Summary:

      The IEM International Crisis Management (ICM) Division needs an experienced Full Time Emergency Services Manager who also has a Training and Exercise background (fire, rescue, EMS, law enforcement).

      The Emergency Services Manager will be responsible for managing specific emergency services and training and exercise tasks. The successful candidate will work directly with client stakeholders, US-based project teams, and other identified emergency services representatives to ensure tasks and deliverables are identified, tracked accordingly, fall within the applicable project scope and budget, and are completed on time. The Emergency Services Manager will coordinate with the Project Manager to ensure all aspects of specific tasks are compatible with skillsets and identify and source new talent as needed to fulfill client needs.

      Primary Location:

      • Candidate can originate from anywhere.
      • The candidate will be required to work onsite in the NEOM, Saudi Arabia for the duration of a 2-year contract and may require work on weekends or in excess of 40 hours per week.


      Travel Requirements:

      • This position will require the candidate to deploy to NEOM, Saudi Arabia for an initial 2-year period with the potential for extension.
      • IEM will provide two round trips annually for the duration of the assignment in addition to the initial deployment and final return.
      • Travel and other expenses are reimbursable in accordance with U.S. Federal Travel Regulations.


      Physical Requirements:

      Working conditions may include extensive walking and standing for long periods of time; prolonged exposure to excessive heat and cold; prolonged sun exposure; working in active construction sites, small places, tunnels, and ditches; and other potential risks or exposures.


      Essential Functions:

      As an Emergency Services Manager, the candidate will be a key member of the International Crisis Management team, both stateside and abroad. The candidate will be responsible for:

      • Working directly with client stakeholders, US-based project team members, NEOM-based project team members, and other identified emergency services representatives to ensure project tasks and deliverables are identified, tracked accordingly, fall within the applicable project scope and budget, and completed on time.
      • Setting deadlines, assigning responsibilities, monitoring task activities, and preparing status reports of communications specific project tasks for project leadership.
      • Coordinating with the project leadership to ensure all aspects of specific tasks are compatible with skillsets and identify and source new talent as needed to fulfill client needs.
      • Exercising independent judgement in coordination and advice to emergency services representatives within the limits of applicable international standards, regulations, policies, and procedures.
      • Working closely with emergency services representatives and navigating emergency response systems and programs.
      • Understanding the role as an emergency services subject matter expert to the client, and approach project tasks with this priority in mind.
      • Working with emergency response leaders across all levels of government to implement a regional strategic vision for emergency services.
      • Recommending a coordinated system of equipment and solutions for emergency services and emergency operations centers.
      • Conducting HSEEP consistent exercise planning as well as directing the program management, design and development, conduct, evaluation, after-action reporting, and improvement planning of exercises.
      • Promoting regional coordination mechanisms to identify resources and capabilities to support emergency service efforts.
      • Working with emergency response leaders across all levels of government to implement a regional strategic vision for emergency services.
      • Developing and executing a robust and achievable multi-year Training and Exercise Plan linking emergency services in multi-faceted terrains across a series of interconnected regions.
      • Designing protocols, policies, training, and procedures in order to ensure adherence to relevant national/international standards; enhancing the client’s ability to manage current issues related to emergent threats and hazards; ensuring professional development; and attaining or maintaining professional certification(s).
      • Developing emergency response plans and systems to maintain reliable and resilient response capabilities.
      • Develop and introduce approved standards and guidelines for a Regional Emergency Services Program.
      • Assisting in the integration of emerging and state-of-the-art technologies and digital solutions into all aspects of emergency services.
      • Working independently and managing time effectively to meet deadlines, as well as the ability to work effectively as an active and contributing team member both stateside and abroad.
      • Performing other related duties as assigned.


      Minimum Qualifications:

      • 10+ years of relevant work experience with a minimum of 5+ years directly related to the management or supervision of emergency services.
      • Firm understanding and knowledge on the technical aspects of emergency response systems and programs.
      • Effectively uses geographic knowledge concerning the community and the surrounding vicinity; acquire and retain elementary knowledge of hazardous chemicals, liquids, and gases as well as the combustion properties of materials; advance a hose line up stairwell, ladders, and along the ground to extinguish fires and perform other arduous tasks; and use both manual and mechanical tools.
      • Firm understanding of the potential hazards, causes, and behavior of fire; knowledge of fire cause determination.
      • Must be able to clearly navigate emergency response systems and programs.
      • Recent experience (within the last 5 years) in conducting HSEEP consistent exercise planning meetings.
      • Experience with the administrative demands of managing training courses (attendance, logistics, course evaluation, etc.).
      • Firm understanding of NFPA and ISO standards for emergency services; knowledge of codes and ordinances and an understanding of their effect on fire protection; demonstrates a basic knowledge of various types of building construction.
      • Knowledge and experience with computers for classroom instruction. Experience using Microsoft Office Suite products, including PowerPoint, MS Word, MS Excel, and SharePoint.
      • Must have valid Passport with at least two years of validity beyond the planned date of entry and at least 2 pages required for entry stamps.
      • Pass background check and be able to promptly begin the work Visa and relocation process.
      • Fluent in verbal and written English language; proficiency in additional languages a plus; ability to work in multi-cultural, multi-ethnic teams.
      • Certifications/Training:
      • Fire Fighter Officer
      • Nationally Registered Emergency Medical Technician (NREMT-B)
      • Homeland Security Exercise and Evaluation Program (HSEEP)
      • National Incident Management System (NIMS)
      • Incident Command System (ICS)


      Preferred Qualifications:

      • Bachelor’s degree in emergency management, social sciences, or a similar discipline.
      • Experience in emergency management and understanding of the emergency management process.
      • Understanding of current national and/or international emergency management policies, guidance, and plans.
      • Knowledge and previous experience supporting international clients.
      • Certifications/Training:
        • Executive Fire Officer
        • Nationally Registered Advanced Emergency Medical Technician (NREMT-A) or Paramedic (NREMT-P)
        • Global Emergency Medical Registry (GEMR)
        • Master Exercise Practitioner Program (MEPP)
