      POSITION SUMMARY

      The Employee Relations Manager serves as part of Horizon’s Talent Management/Human Resources Team and is responsible for leading and coordinating employee relations programs and functions across the agency. The Employee Relations Manager promotes a positive work environment and enhances employee morale and retention by providing consultation to management and employees on a wide variety of sensitive issues such as conflict resolution, disciplinary matters, grievance procedures, and EEO complaint procedures. The ER Manager also provides policy interpretation and assists in effective decision-making and compliance with relevant and applicable policies. In addition, the ER Manager serves as the Performance Management Coordinator.

      REQUIRED EDUCATION AND EXPERIENCE

      • Bachelor's Degree from accredited university in Human Resources, Organizational Development, Business Administration (with HR-related coursework), or related field is required.
      • Five (5) years of related Human Resources experience, three (3) years of which must have been in a responsible employee relations position; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities. SPHR certification a plus.

      RELATED KNOWLEDGE SKILLS AND ABILITIES

      Must have strong analytical abilities to assess working circumstances, analyze data, and make informed decisions. Must be able to research information and analyze data to arrive at valid conclusions, recommendations and action plans.

      Communication - Must have excellent communication skills to interact with employees and management effectively. Must have ability to communicate effectively verbally and in writing. Must also have ability to document accurately. Must be able to prepare comprehensive reports and represent ideas clearly and concisely, both orally and in writing; Considerable knowledge of Human Resources functions and best practices; Considerable knowledge of employment laws with ability to read and interpret applicable laws, regulations, guidelines, and policies.

      Dispute resolution - Must be able to resolve disputes between employees and between employees and management effectively. Must be a skilled negotiator who can resolve conflicts between employees and between employees and management effectively; Must have the ability to investigate conflicts, complaints, and issues objectively, gather facts through review of documentation and interviews, reach logical conclusions, and develop appropriate recommendations. Must have highly developed interviewing and fact-gathering skills; Must have sound working knowledge of statistical concepts, methods, and data collection procedures; Must have ability to maintain discretion, integrity, and confidentiality when dealing with sensitive employee information.

      Ability to exercise considerable judgment and discretion in establishing and maintaining good working relationships; Ability to manage several complex projects simultaneously while working under pressure to meet deadlines; Ability to work effectively independently, as well as in a team environment; Computer proficiency and technical aptitude with strong spreadsheet skills and knowledge of HRIS software and Microsoft Office.

      Willing and available to work modified schedules (weekends, holiday, etc.) as needed; Ability to drive and must possess a valid driver's license. May be required to travel to different Horizon worksites during the day based on operational needs. Regular attendance at trainings and Horizon meetings may also require travel to a variety of Horizon sites.
