      Lynchburg Human Services is seeking applicants for an Employment Services Supervisor. The successful candidate will perform difficult professional and administrative work in providing leadership to a unit of Child Care Family Services Specialists, Employment Services Case Managers, and Aides engaged in service delivery and assistance to clients.

      ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties to provide direct or indirect service to the citizens may be assigned.

      Supervises the implementation of state and local standards applicable to the Child Care subsidy program and the Employment Services/VIEW program;

      Plans, assigns, and supervises the work of staff members, reviews case records and documents to ensure compliance with program policy

      Establishes the performance standards for the unit, monitors and evaluates the work of staff and programs;

      Counsels and advises workers to promote best practices, personally participates in the more challenging cases;

      Provides for the continued in-service training of staff;

      Networks within the community and maintains continuing liaison with local employment service providers, vocational training and rehabilitation resources, social service agencies, child care providers, and early childhood education entities;

      Manages the VIEW and Child Care budgets to ensure acceptable use of funding and proper documentation of expenditures

      Obtains adequate funding for continued operation of Child care subsidy and VIEW and certifies financial documentation to the Virginia Department of Social Services;

      Coordinates the work of the unit and collaborates with other units in the department to accomplish the goals of the department;

      Participates in the planning and development of departmental programs, policies and procedures and enforces same;

      Gathers program data and evaluates outcomes, prepares reports and documentation;

      Performs casework duties on an emergency basis;

      Participates in City and/or agency decision-making teams;

      Participates in the City's emergency plan including management of emergency shelters;

      Attends work regularly.

      ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
      Keeps abreast of and develops local resources;

      Attends meetings of local and state organizations as representative of the department in explaining programs, services and regulations;

      Coordinates and participates in community educational and outreach programs;

      Responds to citizen inquiries concerning departmental and unit services or the lack of services;

      Responds to hostile and/or aggressive clients;

      Other duties to provide direct or indirect service to the citizens may be assigned.

      When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

      SUPERVISORY RESPONSIBILITIES
      Provides leadership and direction to the Unit; Carries out supervisory responsibilities in accordance with the organization's leadership principles, vision and values, policies and applicable laws; Interviews, hires, and trains employees; plans, assigns, and directs the work of the unit; appraises performance, rewards and disciplines employees as well as addresses complaints and resolves problems. Encourages staff development and personal growth.QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.       EDUCATION AND EXPERIENCE
      Bachelor's degree from four-year college or university with major work in vocational counseling, social work, sociology or related field; experience in professional counseling or interviewing; supervisory experience; experience in the use of personal computers and the ability to use various types of computer software and hardware.Possession of valid Virginia driver’s license and acceptable driving record according to City criteria.

      Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
