      The Energy and Sustainability Division of the Public Works Department is looking for an Energy and Environmental Analyst to join the team. This individual is the subject matter expert for Broomfield’s energy conservation, development and management programs, including the oil and gas program. This role provides support by performing complex technical and field duties.

      Total Compensation Package

      Salary Range: $84,801.60 - $114,753.60

      • Gathers, reviews, analyzes and interprets oil and gas operators’ and other compliance data, including applications, permits, leak detection, air quality, water and soil testing data.

      • Recommends data-driven process and program improvements and contributes to the development of standard operating procedures.

      • Provides recommendations related to relevant legislation, regulatory requirements, and rule-making by independently reviewing and providing comment, interpreting potential impact(s) to the City, determining compliance strategies and required documentation, and writing regulatory language as needed. Assists in preparation of presentations and testimony.

      • Participates in stakeholder meetings with City management, City Council, Colorado Energy and Carbon Management Commission (ECMC), Colorado Department of Public Health and Environment (CDPHE), local government representatives, consultants, and oil and gas operators.

      • Conducts research to identify best management practices and better understand energy-related processes, facilities, and equipment, communicating information to the requesting entity, including City management, City Council, Public Works, Public Health, and the public.

      • Conducts field and follow-up inspections of oil and gas well sites to determine compliance with State and City regulations.

      • Coordinates with other departments and agencies as needed, acting as liaison to external partners as needed.

      • Assists departmental staff in preparing and coordinating reports, answering inquiries and complaints initiated by staff and the public.

      Education

      • Bachelor's Degree from an accredited college or university - required - Engineering, Geology, Environmental Science or related field preferred.

      • OSHA 40-Hour HAZWOPER certification - preferred

      • Certification in Opacity and Odor observation readings - preferred

      • Certification in thermography - preferred


      Experience

      • 2 years experience required in energy development, management, and conservation; oil and gas regulation; environmental health; or environmental consulting.


      Or any equivalent combination of training and experience that provides evidence that the applicant possesses the Necessary Applicant Traits.


      NECESSARY SPECIAL REQUIREMENTS (in addition to above requirements):

      Must possess and maintain a valid driver’s license and safe driving record for continued employment. New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, DMV check, and background checks, which may include local police check and sex-offender registry.


      Within 12 months of hire, must obtain a thermography certification.

      • Work is generally scheduled Monday through Friday with some weekend and holiday work required.

      • In-person customer/client/team meetings required.

      • Attend meetings as required during evening hours. Some meetings may be virtual or will require in-person attendance.

      • Physical demands are described as medium (exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and up to 10 lbs. of force constantly to move objects).

      • Work near moving mechanical parts.

      • Work in year-round outdoor weather conditions.

      • Travel by automobile is required to attend meetings.

      • Requires indoor and outdoor activities.

      • The noise level in the environment is moderate to loud.
