- Drives the development and implementation of communications plans for Baker Institute Center for Energy Studies reports and other high-priority initiatives.
- Serves as production lead for Baker Institute Center for Energy Studies policy-focused content, such as podcasts, email newsletters, and policy briefs.
- Develops, manages, and executes integrated marketing plans / programs and strategies to meet business objectives.
- Manages program goals and objectives in alignment with organizational goals.
- Manages data and analytics to make informed decisions regarding strategic marketing direction, product segmentation, and customer targeting.
- Assesses marketing opportunities and tracks communications trends.
- Works in collaboration with other Rice University departments, including the Baker Institute Communications Division and the office of government and public affairs.
- Writes, designs, and coordinates communication on Baker Institute Center for Energy Studies research and public policy topics.
- Performs all other duties as assigned

Position Summary
The Center for Energy Studies (CES) at the Baker Institute for Public Policy provides rigorous, data-driven analysis on markets and policy covering some of the world’s most critical challenges on energy and sustainability. The Baker Institute is located on the campus of Rice University, and it is home to more than 200 experts with backgrounds in academia, the private sector, and government. Now in its 30th year, the Institute’s strong reputation of excellence has brought it to the top of the world rankings among university-affiliated think tanks.
The Energy Policy Communications Specialist will support the Center’s communications efforts around flagship reports and high-priority initiatives. This individual will work in coordination with policy experts, researchers, and other Center staff who cover a range of energy and sustainability topics to develop communications strategies, coordinate messaging, and disseminate research to key constituencies.
The Energy Policy Communications Specialist will lead and work with other Institute staff on the creation of written and multimedia materials that highlight CES events, research, and expert activities, and will ensure all work follows established division processes and meets the Institute’s rigorous standards.
The position will coordinate with the Baker Institute Communications Director to ensure consistency with communications policies, procedures and strategy across the Baker Institute.
The ideal candidate will have (1) strong writing and digital content development skills; (2) a background in communications, public relations, or journalism; and (3) a strong interest in public policy and government affairs.
The Energy Policy Communications Specialist reports to the Senior Director. It is a newly created position based in Houston, Texas and located in Rice University’s Baker Hall.
Annual Hiring Salary Range : $60,000 to $70,000, with hiring salary commensurate with experience and qualifications
