- Valid driver’s license with good driving record.
- Some positions may be subject to field-work and inclement weather conditions.
- Majority of work is performed indoors.
- Conducts occasional field visits which require climbing, kneeling, walking, bending, squatting, and driving.
The Engineer I provides general project management and engineering skills in the design, construction, implementation, and completion of all public works construction and related projects for the City.1 Provides project management over design and Construction contracts for paving, streetscape, alley, drainage, flood control, bridge, sidewalk, erosion control, and any other infrastructure improvement projects.
2 Coordinates all phases of the engineering design and construction of capital improvement projects; participates in the development of budget and determining funding; engages, interacts, and collaborates with other departments within the City; communicates and provides responses to citizens, council members, developers, and other City departments regarding project status.
3 Develops, designs, and reviews engineering plans for paving, drainage, erosion control and storm water pollution prevention plans, and project schedules; ensures that the proposed infrastructure improvements are of good design quality and that the projects are in compliance with City, State and Federal standards.
4 Reviews and approves engineering design invoices, engineering design submittals, contractor progress payments, and other construction documents.
5 Prepares agenda packages, administrative action packages, and administrative change order packages for engineering design contracts, engineering supplemental agreements, construction contracts, and construction change orders.
6 Collaborates, engages, and works with consultants, inspectors, contractors, engineers, representatives from other agencies within the City and outside, to successfully complete the design and construction of all infrastructure projects; performs occasional site visits to verify progress, responds to engineering concerns, and inspects project specifications and budget adherence.
7 Performs any other work as needed or required.LICENSES :PREFERENCES:
Public Works-Engineering: Civil engineering infrastructure background and design and construction management experience, including roadway, stormwater, water, and wastewater design required. Experience must have included developing scopes of work, schedules and cost estimates, review, and development of civil engineering bid packages for Public Works Projects, client relationship management and project management. Must have a valid driver’s license and good driving record. Familiarity with the City of Dallas Street Design and Drainage Design Manuals and the Public Works Paving Design Manual is preferred.Public Works-Capital Improvement Construction: Hands-on public works construction project experience working as a PE required. Experience must have included construction methods and scheduling, cost estimates, constructability reviews, specifying material and field changes, verification and calculations of project quantities and environmental and safety requirements. Must have a valid driver’s license and good driving record. Position will be responsible for coordination, technical support and management for construction-related activities including street and alley construction; street resurfacing; water/wastewater utility lines; storm drainage systems and erosion control improvements. Requires the ability to interpret complex engineering drawings/specifications and troubleshoot differing site conditions and field adjustments required during construction. Both office and field working conditions will be encountered, including varying weather conditions, traffic hazards, uneven ground, and operating equipment.
Public Works-Interagency Coordination: Infrastructure design and construction management experience as well as experience working with other governmental agencies on infrastructure improvements projects and knowledge of FHWA, TXDOT, NCTCOG, NTTA, DART, Dallas County and City of Dallas requirements and procedures is preferred.
Knowledge, Skills & Abilities:
1 Thorough knowledge of city ordinances, design manuals, engineering standards, state and federal regulations, and professional ethics.2 Knowledge of project management and implementation practices and methods.
3 Ability to communicate effectively both orally and in writing with a variety of people.
4 Knowledge of civil engineering principles including safety, legal, licensing, credentialing, and innovation.
5 Ability to establish and maintain strong relationships.
6 Knowledge of contract management.
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
