      In these engaging roles, you will serve as a subject matter expert, leading capital planning projects and tackling transportation engineering solutions and traffic operations analysis. You’ll work as part of a collaborative team of transportation engineers, supported by a program lead to ensure your success.

      Recruitment Information:

      This recruitment will be used to fill 2 Career Service vacancies. In addition, this selection process may be used to generate an eligibility pool for future Career Service vacancies that may occur in the Engineer II classification within the Capital Division. The eligibility pool will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

      Join a team that's all about action and results! Metro's Transit Speed and Reliability Team, part of the Capital Planning section within Metro’s Capital Division, operates in a fast-paced environment. Our team, made up of talented transportation engineers and planners, specializes in:

      • Project Management
      • Traffic Operations Engineering
      • Traffic Modeling and Analysis

      • Capital Planning


      We work hand-in-hand with local jurisdictions to bring transit preferential treatments to transit corridors, spot locations, and transit hubs, supporting Metro’s service changes as outlined in the 2023 Spot Improvements Annual Report. Our signature playbook, the Transit Speed & Reliability Guidelines & Strategies, guides these initiatives.


      The team also shapes policy for Metro’s Transit Signal Priority (TSP) program, negotiating strategies and timings with local jurisdictions. We champion transit priority treatments in capital projects led by other agencies and offer expert consultation within Metro on transportation and traffic engineering solutions. We also engage in near- and mid-term capital planning for the expansion and modification of Metro’s trolley bus network.

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. You will also:

      • Review engineering plans, drawings, specifications, contract documents, and engineering reports to identify potential transit improvement opportunities and/or incompatibilities with transit operations.
      • Establish and maintain effective working relationships with staff from diverse backgrounds and disciplines, such as management, vendors, and city staff who partner with King County.
      • Support small- to large-scale projects related to Transit Signal Priority (TSP), spot improvements, corridor improvements, and trolley expansion/modification.
      • Conduct field observations and assessments, perform or evaluate traffic analyses, travel time studies, intersection queuing analyses, and level-of-service calculations using traffic simulation and travel demand modeling software consistent with accepted transportation engineering practices.
      • Support development and negotiation of TSP strategies/timings, with the local jurisdictions, and participate in their implementation.
      • Serve as a Speed & Reliability subject matter expert for new RapidRide projects and RapidRide enhancement projects.
      • Gather and provide technical information to support preparation of grant applications aimed at securing capital funding.
      • Actively engage in transportation engineering communities and participate in ongoing professional development to enhance technical skills.
      • Write reports and make presentations to a variety of internal and external work groups, project teams, committees, and the public as needed.
      • Under the direction of the lead engineer, plan, develop, negotiate, and administer formal agreements with local agencies for project delivery.
      • Assist in negotiating and managing consultant work orders.
      • Perform other related duties as assigned.

      Minimum Qualifications:

      • A Bachelor of Science degree in civil engineering, electrical engineering, or an equivalent degree with a focus on transportation.
      • A minimum of 2 years’ experience in transportation engineering or a related field.
      • Familiarity with transportation planning and traffic engineering techniques, principles, practices, and issues.
      • Demonstrated skills in planning, analysis, and reporting of transportation data, applying analytical skills, and making independent decisions.
      • Ability to handle multiple projects simultaneously.
      • Demonstrated hands-on analytical capabilities and sound engineering judgment.
      • Excellent oral and written communication skills, with the ability to tailor communication to various audiences (e.g., City traffic engineers, community members).
      • Ability to handle politically sensitive issues.
      • A valid Washington State driver’s license OR the ability to travel throughout the county in a timely manner.


      Highly Desirable Qualifications (not required):

      • Professional experience with one or more of the following: development of coordinated signal timings, signal modification and intersection reconfiguration, corridor re-channelization, parking impact studies, transit priority treatments (including transit signal priority), traffic signal controller upgrades, and ITS system design.
      • Familiarity with transit operations, service planning, and scheduling fundamentals.
      • Knowledge of MUTCD, HCM, NTCIP, ITS standards, and traffic engineering practices, codes, and regulations.
      • Demonstrated skill in project management techniques and principles, including leading a multi-disciplinary project team.
      • Experience developing signal timing using Synchro and/or VISSIM.
      • Experience in roadway geometric design and/or construction.
      • Experience with the specific traffic signal systems used within King County, including Yunex, Econolite, and Q-Free signal systems and software.
      • Engineering in Training (EIT) or Professional Engineering (PE) license.
      • Active involvement in traffic engineering professional affiliations (e.g., Institute of Transportation Engineers).

      Work Schedule:

      Our regular business hours are 40 hours per week, Monday through Friday. However, work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act, and therefore, is not eligible for overtime pay. We may also consider flexible hours.


      Work Location:

      The main work site associated with these positions is King Street Center, 201 S. Jackson St, Seattle WA 98104.


      Telecommuting Requirement:

      These are hybrid positions, with work performed both remotely and onsite at various King County facilities. Employees will be provided with a County-issued laptop and are required to maintain a workspace with a reliable internet connection, allowing them to perform their duties effectively and remain available and responsive during scheduled work hours.


      Employees must reside in WA state and within a reasonable distance of their King County worksite to respond to workplace reporting requirements. There will be situations where the employee is required to report to a county worksite.
