Assists in the planning and administration of engineering and environmental projects relating to storm drainage, stormwater and flood control for the Engineering Services Section.
Develop and manage new engineering and environmental projects.
Manage complaints regarding drainage and flooding problems and initiate appropriate action necessary to address and resolve the problems.
Assist Division Staff in the development of standards and procedures, investigate methods and means that are appropriate to Prince George’s County.
Research and interpret planning data using data management systems including Arc GIS
Effectively and efficiently prepares correspondence, studies, and reports in accordance with current professional principles and practices related to civil engineering, environmental and water resources sciences.
Manage and maintain files for Local, State and Federal engineering and environmental management projects that could mitigate the concerns.
Review and evaluate storm drainage, stormwater and flood control issues and current innovative methods and technologies.
Coordinate with public and private organizations on storm drainage, stormwater and flood control issues and innovative current methods and technologies.
Ensures that the County adheres to the Federal and State Environmental permit requirements.
Research Grant opportunities.
Coordinates and manages projects with consultants and outside agencies.
Assist in the management of Agency's Grant Programs.
Develop, coordinate and implement public outreach and education on storm drainage, stormwater and flood control matters.
Prepare and compose clearly written technical reports.
Collect data, information, and technical reports and prepare the NPDES annual report.
Thoroughly research data, information, and technical studies using the ARC GIS and other appropriate technology.
Promote environmental programs using multimedia applications and techniques.
Coordinates inter-agency activities for program development.
Act independently in all aspects of projects development and management including liaison work with other Local, Municipal, State and Federal government agencies and related groups.
Manages various components of the storm drainage, stormwater flood and pollution prevention programs.
Develop recommendations for program enhancement and improvement.
Manage and develop the County's Biological Monitoring and Assessment Program for the Anacostia River Watershed.
Assist in developing the Division's budget and ensure that the Division's operational and Capital Improvement budgets are accurately prepared in accordance with the Departmental guidelines.
Oversee the procurement, preparation, and administration of contracts and agreements.
Conduct analysis to identify management for the improvement of the Division's operations and delivery of services.
Perform other administrative duties as assigned by the Associate Director or the Section Head.
Provides assistance and guidance to civic associations, professional groups, students, schools, businesses, and government agencies pertaining to storm drainage, stormwater quantity and quality, flood and pollution prevention and environmental planning techniques.
Perform tasks that may not be specifically listed in the position description but are within the general, occupational category and responsibility level associated with the employee's work class.
- Bachelor's degree from an accredited college or university in the engineering field determined by the requirements of the position (e.g., civil, environmental, transportation, architectural, mechanical, fire protection, agricultural, agronomy, chemical, industrial, construction).
- Three (3) years of progressive professional engineering experience in the appropriate engineering field. OR A Professional Engineer (PE) License may be substituted for the degree and at least three (3) years of professional experience in the appropriate engineering field.
- Must possess and maintain a valid driver's license.
Bachelor's degree in Civil Engineering or Environmental Engineering.
A minimum of 5 years of related work experience.
Experience with GIS Applications.
Ability to plan, design, procure and manage new engineering and environmental projects.
Program and project management skills.
Excellent organizational skills.
Excellent oral and written communication skills.
Budgeting experience.
Possess computer skills in Excel, Access, PowerPoint, and Word.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.

The Prince George’s County Department of The Environment is currently seeking qualified applicants to fill an Engineer III , grade G29 position, in the Engineering Services Division.
About the Position
This is a full professional engineering position in the Sustainability Division involving project management and the application of engineering principles in the development, design, construction, maintenance and operations of water quality, stormwater management and flood control capital improvement projects. Work includes field and office assignments affording opportunity for the exercise of independent planning, judgment and technical decision under the direct supervision of a principal engineer or higher. The incumbent of this position will be responsible for planning, developing, designing, coordinating and directing drainage improvement projects with complex features to alleviate drainage and flooding concerns in residential communities across the County. The incumbent will review, negotiate and approve consultants design proposals; manage consultant performance to ensure that projects design is completed efficiently, timely and within budgets. Incumbent may exercise supervision over subordinate level para-professional and technical personnel.
