      The Engineering Technician position is responsible for managing the City’s Right-of-Way permits, assisting in engineering-related activities related to the construction and repair of City roadways, sidewalks, trails, bridges, utilities and issuance of engineering permits. Incumbent shall perform plan reviews, field reviews, data collection and reporting, field investigations, and answer questions from the public related to work under the oversight of the Transportation and Mobility Division. Incumbent shall possess basic public interaction skills related to problem solving and information distribution.

      The work of the Engineering Technician focuses predominantly in the areas of management of all permits to work in the public right-of-way by private utilities and contractors. Other duties include technical support for the Transportation & Mobility and/or Development & Utility Divisions related to project support, data collection, and problem-solving of citizen complaints or issues.

      Manages the City’s right-of-way permits. Activities include accepting permits and processing permit fees, reviewing plans, coordinating utility work with City capital or development projects during design, establishing permit requirements, approving the permit, ensuring work complies with permit requirements, tracking permit progress, and monitoring restoration of the public right-of-way following construction activities.

      Reads and interprets construction plans and understands construction and material specifications for streets, utilities, drainage, grading, and other related public infrastructure.

      Collaborates with maintenance technicians in the City’s Operations Division to assist in locating underground utilities and with GIS staff in the City’s IT Department to ensure the City’s utility information is accurate as it relates to permit issuance and work by contractors in the public right-of-way.

      Reviews maintenance of traffic plans and communicates street or sidewalk closures needed with internal and external stakeholders impacted by work.

      Uses Bluebeam or Adobe software to review and approve plans.

      Responds to inquiries and requests from engineers, contractors, developers, and the general public regarding existing public infrastructure records.

      Attends meetings with, provides information to, and works with other City Departments and Divisions regarding construction in the public right-of-way or issuance of engineering permits related to development.

      Completes special projects, as necessary, to support the Transportation & Mobility and/or the Development & Utility Divisions.

      Performs other duties as assigned.

      KNOWLEDGE, SKILLS AND ABILITIES:
      Ability to read and interpret construction plans and drawings.

      Knowledge of construction processes and practices.

      Ability to communicate effectively, both orally and in writing.

      Ability to manage time and plan work to ensure deadlines are met.

      Basic knowledge of civil engineering theories, principles, and practices as they relate to the job duties.

      Knowledge of city design and construction standards for public infrastructure, including maintenance of traffic

      Knowledge of ODOT design manuals such as the Location and Design Manual and the Ohio Manual of Uniform Traffic Control Devices.

      Ability to use mapping and GIS software platforms to collect and report data related to job functions.

      Competent in Microsoft Office software, particularly Word, Excel, Access, and PowerPoint.

      Ability to work outdoors and walk/ stand for long periods of time.

      Completion of two years of post-secondary education, an associate degree is preferred, with emphasis on engineering technology, construction management, or similar discipline or four (4) years working experience with infrastructure design or construction-related work.

      Must possess a valid State of Ohio Motor vehicle Driver’s license.
      Possession of a valid State of Ohio Driver’s license with an acceptable driving record.

      A background free of prior felony convictions.

      Regular and punctual attendance during normal business hours to serve the public is regarded as an essential requirement of this classification.

      Comply with training directives established by supervisory and management personnel.

      Adherence to all applicable Federal and State safety laws, rules, and regulations and City safety policies and procedures.
