      Major Responsibilities:

      As the Engineering Technologist Technician 1, the candidate will support the Metrolinx and TTC transit projects and the development planning and review related activities. In terms of responsibilities this role:

      • Administers, prepares, coordinates requirements and reviews designs, reports, specifications and any documentation related to construction of the major transit projects and land development proposals to ensure compliance with City specification and standards (e.g. utility plant locations, roadways, profiles, elevations, sections, pedestrian and cycling facilities.).
      • Prepares, reads and interprets technical drawings.
      • Reviews and prepares technical comments on the area traffic control proposals, roadway geometric design, traffic calming devices, pedestrian and cycling issues, public transit issues, traffic signals, pavement marking, traffic and parking regulations.
      • Performs and/or reviews research and calculations and analyzes technical data.
      • Conducts and/or reviews traffic analysis including: analysis of traffic speed, traffic signal timing and progression, volume and collision data, traffic pattern trends for application to site specific solutions.
      • Checks and provides progress/inspection reports on the work of contractors to ensure use of safety equipment, adherence to approved plans procedures, regulations, statutes, specifications etc.
      • Liaises with utility companies, developers, public, contractors, consultants, lawyers, City divisions and districts, elected officials, etc. on pre-construction meetings, to resolve problems, issue permits etc.
      • Conducts, investigations, and studies for a variety of proposals, programs, land development applications and projects pertaining to the City's facilities and infrastructure for completeness, accuracy and conformance to City of Toronto's standards.
      • Conducts field inspections and evaluates condition of facilities and that proper traffic control procedures are in place and assesses piling and shoring applications.
      • May be required to troubleshoot with regard to job site problems.
      • Investigates and responds to inquiries from the public, consultants, contractors related to construction activity on by-law interpretation, location of property lines, encroachments, digital CADD and processes special excess loads.
      • Prepares drafts of documents, specifications and agreements for the Senior Engineers or Project Manager as required (e.g. technical reports).
      • Prepares reports to Committees and Council, prepares briefing notes for the Supervisor/manager.
      • Leads projects and directs staff on projects.

      Key Qualifications:

      Your application must describe your qualifications as they relate to:

      1. Graduate in a Civil Engineering Technologist Program or approved equivalent; or combination of education and experience.
      2. Experience in traffic and transportation engineering, road safety specifically related to traffic operations and road construction.
      3. Experience applying the technical requirements of the municipal traffic and parking by-laws, the Highway Traffic Act and the Ontario Traffic Manuals.
      4. Experience in reading and interpreting technical drawings and plans.

      You must also have:

      • Knowledge of various legislative governing authorities (Municipal by-laws, Highway Traffic Act, Municipal Act, Occupational Health & Safety Act, City of Toronto Uniform Traffic By-laws, Geometric Design Guidelines) and the regulations that apply to this work.
      • Ability to review and issue various Right-of-Way Construction Permits.
      • Ability to provide work direction to other staff and to organize and schedule activities of staff.
      • Ability to perform manual/computerized mathematical calculations and engineering estimates using traffic analysis techniques.
      • Ability to answer enquiries from utilities, the public, elected officials, City divisions and districts, agencies, contractors, etc. and technically converse verbally, and in writing, with engineering staff and other technical representatives.
      • Ability to travel to various work sites in a timely and efficient manner.
      • Ability to use computer applications and work management systems including RACS, TMMS, Microsoft Office (Word, Excel), to analyze/retrieve data and create reports.
      • Ability to work effectively in a team environment.
      • Excellent interpersonal skills with the ability to communicate effectively, both verbally and in writing, at all organizational levels.
      • Eligibility for membership in the Ontario Association of Engineering, Technicians and Technologists (OACETT) will be an asset.
