- You will develop in coordination with NAVFAC program priorities, instructions, and guidelines for the applicable Navy Environmental programs in the area of responsibility.
- You will plan and conduct special studies for activities on the applicable programs for this position.
- You will provide expert technical assistance on all aspects of those programs.
- You will serve as the instructor in formal classroom training sessions and in on-the-job training.
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This is a bargaining unit position.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Current license as a professional Engineer is required. License must be in a U.S. state or U.S. territory.
- The employee may be assigned to a similar position at any site or workstation within the local commuting area.
- Employee will proactively pursue completion of training required by the CI Community Management Plan and the employee's Individual Development Plan (IDP).

Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: CURRENT license as a Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is required. You must submit a copy of your PE license with your application package.
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing program priorities, instructions and guidelines for Navy environmental compliance programs; 2) Conducting internal and external environmental management system (EMS) and compliance audits of Navy installations; 3) Serving on Architect/Engineer contract selection board for the establishment of new contracts and serve as Contracting Officers Representative on task orders; and 4) Managing and executing requirements for Environmental Compliance programs, such as, Clean Water Act, Army Corps of Engineer Permitting, Oily Waste/Spill Management, Resource Conservation and Recovery Act, Safe Drinking Water Act. NOTE: This experience must be fully supported in your resume.
