Lead the development, structure, implementation, and strategic direction of the interagency County/City of Portland gas leaf blower (GLB) phase-out program and ordinance.
Design systems, work plans, education, outreach, and communication strategies.
Assess data to evaluate program performance, conduct formal assessments, and report findings.
Make recommendations based on research and analysis.
Initiate and execute interagency agreements, contracts, and reporting while adhering to budget, timeline, and deliverables.
Establish a structure for gas leaf blower replacements incentives/rebates.
Research funding sources and partnerships.
Develop an incentive program and design an incentive structure and processes for smaller businesses.
Educate about the health impacts of gas leaf blowers.
Implement and enforce a complaint-based GLB ban.
Create outreach and education campaigns.
Partner with organizations to reach businesses and residents.
Update documents and requirements.
Engage with related agencies for input.
Implement a data collection and evaluation structure.
Respond to information requests and questions from department or county leadership.
Develop outreach and communication plans.
Attend public events with translation services.
Engage staff, volunteers, and partners in events.
Build relationships with stakeholders for sustainable work.
Serve as the subject matter expert and County spokesperson for gas leaf blower ordinance and related air quality, and noise issues.
Represent the County through media, partner meetings, and committees.
Provide technical consultation to internal departments and external agencies.
Work with county leadership in legislative bill review and analysis.
Conduct best practices and trends analysis for program priorities.
Support response to air quality and environmental health emergencies.
Contribute to community wellness or staff emergency command center functions.
Participate in the air quality work group and contribute to group work products on related issues affecting Multnomah County, the metro area, and the state.
Education: equivalent to a bachelor's degree AND
Experience: three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.
A valid Driver's License.
Demonstrated professional and/or personal experience in environmental health
Experience in outreach and education
Program evaluation skills
Policy analysis experience
High written and spoken communication skills
Initial review of minimum qualifications

This position requires in-person and on-site work at county buildings for internal and external meetings, community events, outreach and engagement activities, and other instances where the need of the work is best met in-person and on-site. The position is a hybrid telework position and will include some routine work time at the assigned place of work.

The Environmental Health Program Specialist Senior position is responsible for developing and structuring environmental health programs, providing education and enforcement, and taking protective actions related to environmental hazards, such as gas-powered leaf blower phaseouts.
As a subject matter expert and lead technical authority on air and noise pollution, particularly relating to gas-powered lawn and garden equipment, this position advises County and Department leadership, elected officials, partner organizations, and community groups. They share their knowledge of known and emerging exposures and recommend health-protective strategies to reduce or mitigate health impacts.
The position involves program management, community outreach, developing policies and procedures, building partnerships, and evaluating and reporting outcomes and data. The lens of environmental health justice is used to create conditions that promote healthy individuals and communities.
In addition, the position fosters a work culture of respect, trust, and understanding for the diverse populations served by the Health Department, both in the office and in the community. Schedule: Monday to Friday, 8:00 am - 5:00 pm (flexible), with some weekend hours as required by the program and community needs.
Hybrid Telework: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is Lloyd Corporate Plaza, 847 NE 19th Ave, Ste 350, Portland, OR 97232.
