      Stantec Government Services (GS) is seeking an experience, highly motivated, resourceful, and detail-oriented logistician with a with a focus on environmental planning and processes to support Range Management at the Marine Corps Air Ground Combat Center (MCAGCC) located in Twentynine Palms, CA.

      Job description Summary:

      The successful candidate possesses an understanding of the National Environmental Policy Act (NEPA) and administrative processes associated with categorical exclusions (CATEXs), environmental assessments (EAs), and environmental impact statements (EISs). This role requires the ability to review and understand environmental statutes, regulations, and policies to determine required processes and documentation. The selected candidate will manage logistics related to submission of Requests for Environmental Review (REIRs), and act as support to the action sponsor, or alternate (as needed) for any NEPA process and documentation requirements. This position is a full-time position supporting the Range Management Training Directorate at MCAGCC located in Twentynine Palms, CA.

      Responsibilities include, but are not limited to:

      • Preparation and submission of REIRs through NEPA Process Automation Management Support Module System (PAMS)
      • Draft of NEPA documentation, memos, reports, correspondence, and other products in support of NEPA actions
      • Conducting reviews of existing NEPA documentation (CATEXs, EAs, and EISs) to identify gaps in existing coverage for ongoing actions
      • Providing recommendation on NEPA compliance office processes to reduce redundancies and promote efficiency
      • Monitoring project compliance with terms and conditions of the decision memorandum (DM) for projects approved at the CATEX level, and preparation of the compliance memorandum at conclusion of events
      • Preparation of maps to support REIRs, at a basic level
      • In coordination with the NEPA Program Manager, support the implementation of a mitigation monitoring system for ongoing training activities
      • Attend NEPA and related meetings; participate in interdisciplinary team collaboration

      Basic Qualifications:

      • Must have or be able to obtain any required federal government clearances, including a Common Access Card (CAC)
      • Ability to use or learn Geographic Information System (GIS) basic functions to generate maps to support REIRs; Citrix GIS website is used to access GIS data
      • Knowledge of basic NEPA processes and procedures
      • Skilled in Naval Correspondence format
      • Ability and skill in applying standardized processes for managing administrative procedures that require a high-level of documentation and regulatory compliance
      • Strong administrative, logistics, and written and oral communications skills and proficiency in the use of Microsoft Office
      • The ability to work independently and with minimal supervision
      • The ability and commitment to work collaboratively with all groups, including staff, management, and other stakeholders
      • Working knowledge of military operations and codes of conduct
      • Must be eligible to work in the United States (a DHS Form I-9 must be completed by the selected candidate and will be submitted to the U.S. Department of Homeland Security for verification of eligibility to work through E-Verify)
      • Must submit to and pass a company background check if selected for the position
      • Must be willing to work at MCAGCC, Twentynine Palms, CA
