Ability to establish and maintain culturally meaningful, impactful, and intentional working relationships with individuals from a wide range of identities and backgrounds.

Knowledge and understanding of what it means to inclusively lead with race within an organization and the ability to help staff understand how it applies directly to them.
Tenacity to enact anti-racist practices institutionally.
Ability to and experience with communicating with people from diverse backgrounds and varying levels of comfort and readiness to change around diversity, equity and inclusion concepts and values.
Ability to effectively challenge leadership and employees to model new ways of thinking as it relates to equity and inclusion and culture change, and willingness to center and proactively advocate for BIPOC communities.
Knowledge and understanding of equity empowerment frameworks for policy, program, and organizational decision making.
Effectively lead the Equity Committee and consult on other cross-functional teams as it relates to DEI issues.
Knowledge and skills related to program management, project development, and policy development.
Knowledge and understanding of trauma-informed practices that actively work to prevent traumatization and resist re-traumatization of individuals and communities.
Knowledge and understanding of the principles and best practices of workforce development including training, mediation, mentoring, and adult learning theory.
Knowledge and understanding of organizational development, including change management and building structures to support staff to grow and adapt to the changing work environment and workplace competencies.
Value self and community care and the ability to model a sustainable pace of DEI work for the department.
Ability and experience preparing clear, accessible, and comprehensive correspondence, reports, studies, and other written materials, as well as demonstrated skills in public relations and public speaking.
Equivalent to a Bachelor’s degree from an accredited college or university and;
Three (3) years of experience in Diversity, Equity and Inclusion (DEI), Human Resources Administration or a related field. Or seven (7) years of qualifying training and/or experience in lieu of a degree.
DEI Certification and/or Change Management Certification. Five (5) years of experience in the design and implementation of organizational development strategies and initiatives; leadership development; coaching; project management; teaching; training and/or delivering learning content to adults in matters such as workplace equity, diversity, and inclusion.
Experience teaching and introducing models relative to infusing equity and inclusion into the workforce similar to the Equity Empowerment Lens or anti-oppressive practice to diverse groups and adult learners.
Advanced level of experience establishing and maintaining culturally effective working relationships with individuals from various groups and backgrounds, including employees, team members, people with lived experience, and community members.

The Department of Community Services (DCS) holds a core value of equity and provides support for staff in learning how to grow in this area. As the Equity and Inclusion Manager, you will lead and develop department-wide equity and inclusion initiatives. This involves integrating equity and racial justice into the areas of organizational culture, programming, finances, HR processes, training, policy community engagement, communications, and the implementation of strategic initiatives.
You will help us move beyond aspiration to action and assessment and will be instrumental in helping to promote a workplace where every employee experiences safety, trust and belonging. Primary Responsibilities:
In the Equity and Inclusion Manager role, you will lead our department in spearheading the DCS Equity Strategic Plan and in implementing initiatives within the county-wide Workforce Equity Strategic Plan and Inclusively Leading with Race initiative . The work will focus on attracting and retaining a diverse workforce, collaborating with leadership to foster inclusivity and leading the development of change management policies with a focus on increasing organizational capacity for equity and justice in decision-making and intercultural competence. You will be instrumental in creating procedures and projects that further diversity, equity, inclusion and belonging within the Department.
Additionally, you will identify, provide or develop training and coaching regarding anti-racism and equity. Your role will be responsible for leading the department’s Equity Committee and providing consultation, recommendations, and support to the department Executive Management Team on diversity, equity, inclusion and workplace culture issues. Furthermore, you will lead efforts to develop awareness, action, and cultural responsiveness among staff. These efforts will cultivate work environments that value truth-telling, courage and vulnerability, space to think and reflect, community mindedness, shared power, hope, and openness to challenging and nuanced conversations. In turn, this will help DCS engage with the community to provide equitable service delivery.
Finally, you will have strong project management skills to translate the above stated policies, initiatives and plans into concrete action for DCS in order to enact real change.

Type of Position: This salaried, non-represented position is not eligible for overtime.Salary: The starting pay assignment will be based on an analysis of the successful candidate’s related experience and education in accordance with the county’s pay equity policy and the Oregon Equal Pay Act.
Location: Department of Community Services, 1600 SE 190th Avenue, Portland, OR 97233.
Schedule: Monday - Friday, 40 hours per week. There is flexibility with the start and end times as well as the option to work a hybrid work schedule.
Serving the Public, Even During Disasters
Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
