      Basic Eligibility For A Position With The NRO

      Where You Will Work

      As a Mission Integration Directorate (MID) Exercise Coordinator, assist the Training and Exercise Group (TEG) Chief and Exercise Support (ES) Chief in coordinating all MID exercise efforts. Also, duties may include developing and coordinating exercises with CCMDs, military services and units, and IC personnel - ensuring compliance with regulations and guidelines, analyzing exercise support outcomes and making
      recommendations for improvement, and coordinating with other agencies and organizations to ensure comprehensive and realistic training scenarios. Additionally, responsible for managing logistics, resources, and personnel involved in the planning and execution of exercises. Coordination may be required with MID, MOD, and other NRO tower stakeholders on the execution of 10 major DoD exercises per year.
      Additional coordination regarding specific exercise planning, execution, and lessons learned may also be required.

      Major efforts include:

      1) Review MID exercise attendance; advocate for and match MID attendance and support to exercise planning events and exercise execution
      (ensure the correct NRO/MID SME(s) and personnel support the correct exercise groups and events).
      2) Manage all internal MID-related exercise issues - RFIs, lessons learned, due-outs, etc.
      3) Managing and updating MID/TEG SOPs, instructions, directives, etc. along with responding to taskers via enterprise systems.
      4) When necessary, periodically brief MID leadership on key exercise items and lessons learned.
      5) Compile MID inputs for the quarterly NRO Joint Exercise Steering Group (JESG).
      6) Participate in monthly NRO Joint Exercise Working Group (JEWG) meetings.
      7) Track and maintain any hardware and software requirements dedicated to ES.
      8) As necessary, host monthly coordination meetings with stakeholders within MID.
      9) Provide contractor award fee inputs

      What You Will Be Doing
      • As an Exercise Coordinator, responsible for assisting in the development and coordination (logistics, resources, and budget) of exercise planning events and executions to enhance the readiness and preparedness of DoD and IC stakeholders.
      • Manage daily programmatic functions by interfacing with mission partners across the IC and DoD while coordinating with internal and external operational users to ensure proper program support. Conducting risk assessments and developing detailed scenarios to ensure that exercises provide valuable training experiences, to include simulating complex military operations, natural disasters, humanitarian crises, or other emergency situations.
      • After exercises are completed, facilitate after-action reviews and lessons-learned sessions to gather feedback and identify areas for improvement. This feedback is crucial for refining future exercise plans and ensuring that participants can apply lessons learned to real-world situations.
      • Ensuring compliance with NRO SOPs, instructions, and directives related to exercise planning, executions, and conduct. Examples include staying informed of evolving best practices, internal planning documents, external agreements, legal requirements, etc. Additionally, develop, prepare, and conduct oral and/or written presentations to report monthly analysis of project or program status to identify and isolate potential problems while determining a course of action necessary to address deficiencies and recommend remedial action (e.g., manpower reduction, technical solutions, system evaluation, etc.).

      What You Need
      • Knowledge of military training and exercise design principles, including scenario development, objectives setting, and evaluation methodologies. Understanding defense-specific technology and systems, including an understanding of the unique requirements and constraints associated with military equipment and platforms.
      • Experience in strategic planning, performance measurement, and evaluation of program outcomes. Strong communication skills to liaise with exercise participants, observers, and key stakeholders (military, contractors, and team members) to ensure a clear understanding of training objectives and requirements - both written and verbal, are crucial for conveying information, facilitating discussions, and coordinating activities during exercise execution.
      • The aptitude to plan, organize, and execute complex exercises, including coordinating logistics, managing resources, and overseeing the development of scenario-based training events. Additionally, the ability to direct and motivate teams, as well as resolve conflicts and make sound decisions.
      • Being able to adapt to changing circumstances, work under pressure while utilizing model and simulation tools, and adjust plans as needed during dynamic and fast-paced exercises.
        The capacity to analyze situations, identify problems, and develop effective solutions in real time, especially in high-stress and challenging environments.

      Desired Qualifications

      • Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position

      • Experience with NRO missions, programs, and management processes

      • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes

      Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

      Other Information
      • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
      • Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
      • Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

      GG-13: $117,962 - $153,354

      Trial Period

      All new DCIPS employees will be required to serve a 2-year trial period.
