      External and Corporate Relations Vice-Presidency (ECR)

      The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group’s role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank’s Regions and Verticals and leads the management of reputation risk.

      Department context:

      The ECR Editorial and Digital (ECRED) department manages the World Bank’s external corporate presence and reputation through its digital platforms and channels, oversees employee engagement communications and provides insights and impact analysis of our communications work. The ECR Content Team is responsible for the Banks corporate online and social media presence, and produces content for a wide variety of platforms, including print, broadcast, and web.
      Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. Others will be appointed a Term appointment of 4-year duration.

      Background / General description

      The Bank’s external Arabic web site — www.albankaldawli.org — and its related social media channels provide our stakeholders around the globe with timely information and serves as a symbol of the institution’s transparency and willingness to work with clients and partners around the world. It is the Bank’s public tool for broadcasting results and demonstrating openness and accountability. Managing the quality and presentation of information on the site is critical to fulfilling the Bank’s development and communications goals.
      We are seeking an External Affairs Officer, Arabic Editor to support the group’s work on interactive online communications and engagement. This position requires an excellent command of the latest techniques and trends in web and social media management, strong creative and language skills, an ability to engage both internal and external stakeholders, and an ability to work with a diverse set of colleagues.

      Responsibilities

      The Arabic Editor plays a strong editorial, technical and quality assurance role in the day-to-day operation of the World Bank’s external site as a member of the ECR Online Communications Team. Among the principal responsibilities of the position are:

      •Oversee the Bank’s Corporate online and social media presence in Arabic. This includes identifying, developing and publishing relevant content for Arabic-speaking audiences, coordinating closely with other teams.

      •Aligning the institution’s online approach with corporate messaging and priorities and developing content in response to breaking news.

      •Innovate and lead on projects that enhance our reach in languages across web and social

      •Spearheading and managing projects to enhance our digital products across ECRED

      •Stand-in as editorial lead for both the language and English online teams as required

      •Represent the Content Team in broader Bank discussions and meetings

      •Participating in the development and management of online strategies, including development and maintenance of the ECR Online Communications Arabic web editorial calendar

      •Preparing, packaging and adapting content for the web in Arabic and English

      •Conceptualizing, scripting and creating multimedia content in Arabic (slideshows, informational graphics, videos, etc.)

      •Creating and publishing graphics, multimedia, video, and audio content in Arabic

      •Coordinating blogs and other social media in Arabic

      •Ensuring that web content is optimized for search engines and complies with Bank technical and editorial standards

      •Publishing to the content management system in compliance with the Bank’s procedures and practices for information management

      •Compiling and publishing metrics reports and follow-up recommendations

      •Composing newsletters and other promotional materials; managing internal and external mail lists; maintaining e-mail alerts and other marketing tools

      •Liaising with technical teams in areas such as site performance tests, bug reporting and fixes, and system upgrades

      •Create and execute a digital paid marketing strategy to reach relevant audiences

      •Working closely with the Arabic web producer on publishing content online

      Selection Criteria

      •Master’s degree in Communications, International Relations/Public Affairs, Journalism, Marketing, Political Science or other related disciplines, with a minimum of 7 years of experience or equivariant combination of education and experience.

      •Experience managing editorial plans, demonstrated editorial judgment, ability to assess risk and opportunities in online content approaches.

      •Excellent written and spoken command of Arabic and English.

      •Knowledge and applied work experience in social media and audience engagement tools

      •Ability to propose and develop communications plans and strategies with minimal supervision; can apply standard project management tools, methodologies, and processes; is able to identify and mitigate project risks as well as manage project issues

      •Experience working with content management systems, HTML, Photoshop and other online presentation tools

      •Experience creating multimedia and interactive content (such as slideshows, videos, and timelines)

      •Strong diplomatic, interpersonal, and team skills; demonstrated client orientation; sensitized in working in a diverse and multicultural environment.

      •An in-depth understanding and problem-solving approach to project management as it relates to complex, multifunctional projects.

      •Ability to leverage online communication tools and methodologies (such as online monitoring, web analytics, or other online measurement tools) and to lead research efforts that identify and map project stakeholders or intended audiences, and to develop and analyze online communications performance indicators.

      •Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines. Experience working with cross-functional teams.

      •Online Content Editing and Drafting - Deep proficiency in executing, leading, or advising others in drafting simple or complex communication materials that leverage SEO strategies, and methodologies that maximize online content’s effectiveness.

      •Online Communication Strategy, Planning, and Execution - Demonstrated proficiency with online communication tools and methodologies, and thorough understanding of stakeholder needs; can plan, develop, and execute effective online communications strategies.

      •Online Production Tools - Demonstrated proficiency with graphic design principles, industry-standard web applications, and multimedia production.

      •Online Performance Measurement and Impact Analysis - In-depth proficiency in online usage data, trends and analysis results; setting appropriate KPIs, developing gap analysis, producing reports, and making recommendations for action; can measure the effectiveness of existing online communications strategies or design new ones.

      •Project Management - Demonstrates expert knowledge and understanding of project management concepts as they relate to the implementation of complex, multi-functional projects in varied geographical and economic conditions.
