Position Title : Facilities Director
Department : Facilities
Contract/Grade Level : Personnel Policies (non-union) Grade 15
Compensation: Pay range is $111,601 to $156, 242. Actual salary dependent upon qualifications.
FLSA Status : Exempt, Benefit eligible
Work Schedule: Full-time, 40 hours, typically Mon.- Fri. and additional hours as required.
Reports to: Town Manager and Superintendent of Schools
1. Nature of Work : The Facilities Director is responsible for and maintains a 10-year capital improvement plan for all Town and School buildings, performs responsible technical and supervisory work in the planning, reviewing, and scheduling of ongoing maintenance, repair and construction work. Responsible for all grounds and custodial work for Schools, similar work for Town will be performed by others.
2. Supervision Received: Under direct supervision of the Town Manager, and in collaboration with the Superintendent of Schools (each complete performance evaluations). The employee plans and carries out the regular work in accordance with standard practices and previous training, with substantial responsibility for determining the sequence and timing of action and substantial independence in planning and organizing the work activities, including determining the work methods. The employee is expected to solve through experienced judgment most problems of detail or unusual situations by adapting methods or interpreting instructions to resolve the particular problem. Instructions for new assignments or special projects usually consist of statements of desired objectives, deadlines and priorities. Technical and policy problems or changes in procedures are discussed with supervisor, and/or relevant stakeholders, but ordinarily the employee plans the work, lays it out and carries it through to completion independently. Work is generally reviewed only for technical adequacy, appropriateness of actions or decisions, and conformance with policy or other requirements; the methods used in arriving at the end result are not usually reviewed in detail.
Performs varied and responsible functions requiring comprehensive knowledge of the building trades, building systems and building automation. Employee must exercise independent judgment in responding to injuries, in dealing with the public, and in administering building maintenance functions.
3. Supervisory Responsibility: Direct full-time, part time and seasonal staff to be determined and developed over time. In addition, the employee is responsible for overseeing the performance of various persons who may work for the Town and/or School on a contractual basis including architects, engineers and persons working in various trades (carpenters, electricians, plumbers, etc.) The Facilities Director formulates or recommends program goals and develops plans for achieving short and long-range objectives. This individual formulates, prepares and defends budget and manpower requests and accounts for the effective use of funds and staff. The employee, as a regular and continuing part of the job, is accountable for the quality and quantity of work done by subordinates and assures the accomplishment of the assigned work in the prescribed manner. Supervisory functions typically consist of most of the following: plans, schedules and coordinates work operations to meet schedules, deadlines and priorities; revises work schedules to meet changes in workload or availability of manpower; recommends and justifies to higher levels of management changes in the organization of work, work methods or assignment of functions to positions that may affect staffing patterns, costs, work standards, etc; assures that completed work meets the required standard of quality, timeliness and cost, taking corrective actions as necessary; oversees attendance and leave, typically including approval of ordinary sick and vacation schedules; advises employees of performance requirements and prepares formal evaluations of performance; informs subordinates of organizational policies, goals and procedures; resolves employee complaints and effects disciplinary actions, oral warnings and reprimands.
4. Confidentiality : Employee has regular access to confidential information of the department such as official bid documents, personnel files as well as other information pertaining to the construction and maintenance of public building projects. Confidentiality must be maintained with regard to this information in accordance with Departmental Policy and the Public Records Act.
5. Accountability: Errors, missed deadlines or poor judgment could severely jeopardize department operations, result in delay and confusion in the provision of service, cause personal injury, and significant damage to buildings/property, legal repercussions, monetary loss and negative public relations for the Town and/or School or have extensive financial and legal repercussions, excessive costs, delay of service delivery, and adverse public relations. Duties include department level responsibility for technical processes, service delivery, and contribution to municipal wide plans and objectives and fiscal responsibility for the Town and/or School.
6. Judgment: Guidelines may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to a specific department or functional area. Extensive judgment is required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies. The employee is recognized as the department or functional area’s authority in interpreting the guidelines, in determining how they should be applied, and in making recommendations for operating policies, standards or criteria.
7. Complexity: The work consists of employing many different concepts, theories, principles, techniques and practices relating to an administrative field. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements; planning short- and long-range projects; and devising new techniques for application to the work, and recommending policies, standards or criteria.
8. Nature and Purpose of Public Contact: Employee interacts constantly with co-workers, the public, groups and/or individuals such as civic leaders, peers from the other organizations, representatives of professional organizations, and news media. The employee serves as a spokesperson or recognized authority of the organization in matters of substance or considerable importance. The employee deals with the public and other individuals on behalf of a department to communicate departmental practices, procedures, regulations or guidelines.
9. Essential Functions: The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. 1. Oversees and participates in maintenance and construction of municipal and school owned buildings and properties. Monitors and schedules maintenance of buildings in accordance with the organization’s goals.
2. Employee makes appropriate recommendations to Town/School staff as necessary to improve building operations; assists Town/School officials, Boards, Commissions and agencies providing required information.
3. Answers questions and furnishes information to the public and to Town/School employees concerning various building projects, rules, and regulations; receives complaints and responds to complaints appropriately including taking initiative to see that problems in certain situations are resolved.
4. Provides expert testimony on behalf of the Town/School as required and serves as staff liaison/ad hoc member of the Town Building and other committees as needed.
5. Facilities Director, or designee, must be available 24/7.
6. Serves as OSHA/Worker’s Safety Representative/Information Officer and MIIA Risk Management Program Lead; duties to include compliance, distributing of DLS/OSHA related information, leading quarterly MIIA risk management meetings, primary contact for MIIA grants, MIIA rewards, MIIA best practices and promoting related training opportunities.
7. Responsible for developing a program and overseeing same for building operational equipment.
8. Reviews and inspects various construction projects for compliance with approved plans.
9. Conducts independent research and prepares detailed reports as required.
10. Solicit and supervise all maintenance contracts and repair work done by outside contractors.
11. Responsible for screening, interviewing, reference checking in collaboration with School Principals or other departments as part of the hiring recommendation to the Superintendent for the positions under their purview.
12. Significant collaboration with the School Director of Business and Finance, School principals and Town department heads.
13. Responsible for school grounds maintenance and custodial services and ensures building custodians and ground staff are trained in best practices.
14. Develops annual maintenance budget for all buildings, Town and School, as well as develop and maintain a ten (10) year maintenance and capital plan with input from School Superintendent and Town Manager.
15. Processes department vouchers for payment of bills; maintains detailed and accurate department budget accounts and related records for various capital projects.
16. Composes routine correspondence, memoranda and public notices. Processes department payroll and maintains records.
17. Ensures the accuracy of department files and materials.
18. Other similar or related duties as assigned.
10. Recommended Minimum Qualifications :
Education and Experience: A minimum of seven to ten years facilities management experience with BS in facilities management, engineering or equivalent education in the following disciplines: mechanical, electrical, plumbing and other primary building systems, Master’s degree in Facilities Management preferred; facilities experience within school campus environment a plus. Familiarity with maintenance procedures: preventative, predictive, corrective and routine maintenance work requests that may include coordination with electricians, plumbers, HVAC mechanics, equipment repair technicians or other outside services. Knowledge of ADA compliance, building codes, fire/life safety regulations and OSHA requirements. Proven experience with sustainability and energy conservation programs in institutional buildings. LEED® accreditation is desirable. Must have strong technical knowledge and experience with primary building systems (mechanical, electrical, plumbing, architectural, life safety and other). Experience with managing 24/7 maintenance operations in a union environment a plus. Ability to work with computers is necessary: Microsoft Word, Excel, Google Suite, Outlook and work order systems. AutoCAD experience a plus. Building envelope responsibility and ability to read and understand building plans and specifications is required. Must have strong customer service as well as written and verbal communication skills. Possess sound judgment and problem resolution ability. Ability to motivate, supervise and train custodial and grounds maintenance staff and supervise contractors. Ability to manage and prioritize multiple work priorities under time sensitive deadlines. MCPPO certified, construction license helpful, or an equivalent combination of related work experience, education, training which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Special Requirements: MCPPO certified or ability to obtain certification within one year. Must have a valid driver’s license.
11. Knowledge, Abilities and Skill
Knowledge: Through knowledge of building construction techniques and practices. Working knowledge of facilities and mechanical engineering, construction project management, various construction trades; working knowledge of state procurement laws with application to public construction projects including the designer selection process, and building systems such as HVAC, utilities, life safety, security, alarms and waste disposal.
Abilities: Ability to manage people, meet and deal with the public, Town and School employees and officials and building tradesmen, architects and engineers effectively and appropriately. Ability to communicate clearly in written and oral form; ability to establish and maintain cooperative relationships with officials and governmental representatives; ability to provide motivation, incentive and leadership. Ability to make basic arithmetical computations and tabulations in a timely and accurate manner, maintain confidential information, maintain, manage, and organize complex records. Ability to plan, assign and supervise the work of department personnel.
Skill: Excellent collaboration, interpersonal, organizational and customer service skills are required utilizing professionalism, courtesy, tact, and diplomacy in all interactions; skill in working with numbers and detail; excellent analytical and communication skills; must have excellent computer skills including demonstrated skill in use of business and financial software applications including work processing and spreadsheet applications.
12. Work Environment: The work environment involves everyday discomfort typical of offices with regular interruptions from the public and other employees. Noise or physical surroundings may be distracting, but conditions are generally not unpleasant. In addition, the employee may be required to work outdoors under inclement weather conditions and the employee may be exposed to toxic or caustic chemicals, fumes or airborne particles, explosives, radiation, and other hazards commonly found at constructions sites. Employee is required to work beyond normal business hours to attend evening meetings and to accomplish work assignments.
13. Occupational Risk : Duties of the job present little potential for injury. Risk exposure is similar to that found in typical office settings. Duties generally do not generally present occupational risk, however there may be exposure when conducting field inspections. Personal injury could occur, however, through employee failure to properly follow safety precautions or procedures when assessing the structural integrity of a building. Examples of injury may include bruises from falls, minor cuts or burns, or muscular strains and serious personal injury while accessing construction sites.
14. Physical and Mental Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 15. Physical Demands: Work requires some agility and physical strength, such as moving in or about a construction site or over rough terrain or standing or walking most of the work period. Occasionally, work may require lifting heavy objects and carrying them. There may be a need to stretch and reach to retrieve materials. Usually, the work will require extended physical effort over a significant portion of the day.
16. Motor Skills: Duties involve assignment requiring application of hand and eye coordination with finger dexterity and motor coordination. Examples include using a personal computer and/or most other office equipment, typing, and or word processing, filing, moving objects, sorting of papers or operating a motor vehicle.
17. Visual Demands: Position requires the employee to constantly read documents and reports for understanding and analytical purposes.
