      About the Job – Your Role

      In this role, you’ll perform a wide variety of task for the maintenance, installation and repair of Oregon State Penitentiary’s HVAC/R, Steam and Condensate, and Energy Management System equipment necessary for the safe, comfortable, and efficient operation of the institution. You’ll be responsible for preventative maintenance on all equipment and buildings, responding to emergency breakdowns, shutting down systems when necessary, maintaining inventory and ordering supplies, and completing general repairs to keep all physical plant systems operational. This position also works closely with other maintenance shops when needed, ensuring the overall upkeep of our facilities.

      In addition to hands-on technical duties, you’ll lead, instruct, and coordinate AIC (Adults in Custody) work crews, overseeing their work and ensuring all projects are completed safely, correctly, and according to department policies and procedures. As a Facility Energy Technician, you’ll enforce security protocols, follow administrative directives, and maintain a professional, safety-first environment while providing essential services to Oregon’s correctional institutions.

      This position is represented by Association of Oregon Corrections Employees, (AOCE). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

      Minimum Qualifications

      • Completion of a recognized HVAC/R apprenticeship program; OR
      • A two (2) year HVAC/R accredited trade school in heating and air-conditioning or refrigeration AND two (2) years of full-time experience that demonstrates the ability to perform the duties of the position; OR
      • Four (4) years of full-time experience that demonstrates the ability to perform the duties of the position; OR
      • An equivalent combination of education, training, and experience.

      Special Qualifications

      This position requires applicants possess a valid Limited Maintenance Electrician (LME) or a Limited Energy Technician Class A (LEA) or Class B (LEB) license or equivalent, a Universal Refrigerant Handling certificate, a Brazing certificate.

      Requested Skills

      • Demonstrated ability to perform a variety of trades tasks, including plumbing, electrical, carpentry, HVAC, and structural repairs.
      • Experience developing, following, and documenting scheduled maintenance plans for facility equipment and systems.
      • Proven ability to quickly assess and respond to equipment breakdowns, safely shut down systems when needed, and implement effective solutions.
      • Experience maintaining inventory of tools, equipment, and supplies, as well as ordering materials and tracking usage for facility maintenance operations.
      • Ability to effectively lead, instruct, and oversee small work crews, ensuring safety, compliance with procedures, and successful project completion.

      Working Conditions

      This position is based at the Oregon State Penitentiary in Salem, Oregon. However, on occasion, travel to our South Fork Forest Camp in Tillamook, Oregon may be required, depending on operational needs. This position works inside an adult multi custody institution and may encounter angry, hostile, or angry, hostile, or abusive AICs, which could result in personal physical injury, death, or becoming a hostage. Inherent custodial duties include the responsibility for personally handling AIC incidents in the immediate work area. The employee is responsible to prevent escapes from confinement by proper control of keys, tools, equipment, and contraband and to document occurring unusual incidents. This position is subject to recall in the event of an emergency and may be assigned to any position in the prison. Subject to Mandatory Overtime.

      The incumbent will be expected to share the mission, vision, and core values of the department; the position requires being a role-model of pro-social behavior and having an attitude that conveys dignity and respect in treatment of other; the incumbent must be able to acknowledge that everyone is capable of positive change.

      This work is performed in a maximum/minimum-security prison setting composed of old and obsolete buildings and systems with all the inherent risks found therein. Examples are possible exposure to lead base paint, asbestos containing material, confined within the walls, works with AICs who may become hostile or violent anytime without provocation as their records of criminal history so indicate. Some jobs must be performed on high ladders, platforms, on towers and work in rain and cold weather. At times the work must be performed in underground service tunnels with abnormally high temperatures, poor ventilation, and lighting. Often during the rainy season an employee must work and walk in water. When required to work on or around heat exchangers, steam piping, and boilers, there is a possibility of burns from hot pipes and exposure to boiler chemicals. Work may include frequent lifting or heavy equipment.

      While performing repair jobs, the possibility of flash burns to the eyes and skin from the arc welder or torch is present as are the inherent risks associated with operating power tools, saws, grinders, pipe threading machines, when working on storm drains and sewer systems, the worker is exposed to contaminates and hazardous waste.
