      ORGANIZATIONAL OVERVIEW

      East Bay Agency for Children’s (EBAC) mission is to improve the well-being of children, youth, and families by reducing the impact of trauma and social inequities. EBAC strives to reduce barriers that contribute to disparities in wellness for socio-economically disadvantaged and racially marginalized families and to create communities where all children and families have support systems to reach their full potential.

      EBAC was established in 1952 when a group of parents of children with autism wanted to give their children the same educational and recreational opportunities that contribute to the physical well-being and social growth of all children. From this was born the first day-treatment program west of the Mississippi and was the foundation of growth in meeting the needs of children and families living in the San Francisco Bay Area, and especially in Alameda County.

      Today, EBAC’s programs serve over 10,000 children, youth and families throughout Alameda County each year with the goal of giving each child and family the specific resources, skills, and support they need to help them reach their full potential.       POSITION OVERVIEW

      The Family Resource Specialist performs intensive community outreach and education services to nurture and strengthen at-risk families in Alameda County. Special focus areas of this position include outreach to families with school-age children to gain access to health care, to help promote school readiness, to identify families whose children are at-risk, and to provide clients with appropriate case management.

      Position Reports To: Program Coordinator

      QUALIFICATIONS and COMPETENCY FACTORS

      1. Bilingual/bicultural. Spanish required.
      2. Good interpersonal and communication skills.
      3. Sensitivity to the needs of the community with genuine desire to work with people in a compassionate and empathetic manner.
      4. Ability to work with various public agencies, culturally diverse staff, and culturally diverse clients (children and parents).
      5. Ability to work independently and to exercise professional discretion and judgment.
      6. Ability to drive with valid driver's license, auto insurance, and access to use of an automobile as needed.
      7. High school diploma or general education degree (GED); or one to three years related experience and/or training; or equivalent combination of education and experience.
      8. Language skills that include the ability to read and interpret documents such as safety rules and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively and express ideas clearly with individuals and before groups.
      9. Cultural sensitivity.
      10. Basic computer competency.

      RESPONSIBILITIES

      1. Assists families with case management or in gaining access to health care.
      2. Outreach to the most isolated families in the community to assist them in utilizing available public institutions and services by providing bilingual and bicultural interpretation and translation.
      3. Outreach to immigrant and non-English speaking families to help understand cultural orientation and to develop cultural competence.
      4. Undertakes and follows up on assessments, service plans, referrals, consultations, access to services, and all other activities related to case management.
      5. Inputs and maintains all required data for billing and client tracking purposes in a timely manner.
      6. Mobilizes community participation in school-site activities.
      7. Provides community organization and advocacy services.
      8. Assists with community education presentations and parent training, when appropriate
      9. Performs other duties as assigned.

      WORKING CONDITIONS and JOB SETTING

      1. Work is an office setting.
      2. Work requires travel between sites to attend meetings.
      3. Ability to drive, with appropriate driver’s license and insurance; or access to a car.
      4. Noise tolerance for nearby train a few times per day.
      5. Periodic lifting up to 25 pounds is required.
