Essential Job Functions: Plans, organizes, schedules, supervises and oversees daily field operations of assigned work crews in the various parks, pools, tree program, shrubs, and properties throughout the city. Inspects worksites to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems. Participates in the hiring and evaluating process of employees; provides or coordinates staff training as needed; works with employees on performance issues; responds to staff questions and concerns; makes discipline recommendations to the Parks Superintendent. Participates in the development of consultant requests for proposal for professional and/or construction services and bid processes; evaluates proposals and recommends project award; administers contracts after award. Oversees and inspects the work performed by consultants and contractors; ensures that work product is compliant with contract provisions. Prepares, reviews, and completes various reports, including monthly/fiscal staff reports and department related documentation and correspondence. Provides technical information and instruction regarding applicable procedures and methods; interprets and explains rules, regulations, and procedures; answers questions and resolves concerns. Represents the department providing staff support to commissions, committees, and task forces as necessary; comprehends mechanical equipment problems; determines type and amount of materials/equipment needed to complete assigned jobs. Coordinates department logistics during disaster response including completing and maintaining disaster payroll documentation.

Works inside and outside in all kinds of weather; is exposed to extreme cold and extreme heat with extreme temperature swings, constant noise, dust and dirt, chemicals and dust/mites hazards. Must be available to work from 7:00 a.m. to 3:30 p.m., Monday through Friday. Must be available to work overtime as needed; subject to 24-hour call. Must be available to work during times of natural and man-made disasters.
Knowledge: Thorough knowledge of the materials, methods, techniques and equipment commonly used in the daily operations of the department; knowledge of grounds maintenance and tree program.
Skills/Abilities: Ability to interact with the public and coworkers; ability to promote safe work habits efficiency; ability to effectively supervise and evaluate employees; ability to make decisions, comprehend mechanical equipment problems, and write various types of reports.
Physical Requirements: Constantly sees and hears; frequently drives, stands, sits, walks, twist body, writes by hand, stoops, squats, files, sorts, operates a calculator, holds objects weighing up to 10 lbs., drags, lifts and pulls objects weighing up to 20 lbs., operates a PC; infrequently cleans, crawls, kneels, runs, climbs, types, enters data, carries objects weighing up to 40 lbs.
Education/Experience: High school graduate or equivalent with a minimum five (5) years’ experience in ground maintenance and staff supervision with some tree program experience. Must have Texas Department of Agriculture Non-Commercial Applicator's license or ability to acquire within first twelve (12) months of employment.
