      ABOUT THE POSITION:
      The Investments Division is comprised of the following teams: Public Equities, Private Equity, Real Assets (Infrastructure, Natural Resources, Commodities), Real Estate, Fixed Income, Hedge Funds, Illiquid Credit, Direct Investments (Private Markets), Portfolio Analytics (Risk Management) and Environmental, Social and Governance (Stewardship).

      The Finance Analyst II, LACERA will actively participate in the management of one of the Los Angeles County Employees Retirement Association (LACERA) primary asset classes, cross-asset category initiatives such as Risk Management, asset allocation, performance reporting, and/or corporate governance and stewardship.

      The Finance Analyst II, LACERA will work under the administrative and technical direction of a Finance Analyst III, LACERA, and/or a Senior Investment Officer, LACERA who has immediate responsibility for the planning and monitoring of a primary asset class, broad equity or fixed income classifications, real estate, or alternative asset investment vehicles, or geographically focused portfolios. These positions may also be responsible for administering cross-asset category initiatives such as risk management, asset allocation, performance reporting, and/or corporate governance and stewardship. Depending upon the asset class or category to which the incumbent is assigned, the work involves supporting all aspects of pension fund investment management including investment program structure, implementation, operations, and monitoring. This includes supporting the preparation of recommendations regarding investment policy, negotiating contracts for investment managers and other investment-related services, and implementing Board approved plans. In addition to entailing higher level work, the positions in this classification are distinguished from the Finance Analyst I, LACERA position by their ability to function independently of immediate supervision and by their involvement in more complex assignments such as evaluating RFP responses and performing comprehensive analysis across the investment program.

      Vacancy Information: The current vacancy is in Credit and Risk Mitigation. The resulting eligible register can be used to fill both current and future vacancies throughout the Investments Division.

      Work Schedule: This full-time position is required to work a 5/40 schedule (e.g. an eight (8) hour day, Monday through Friday).

      CERTIFICATION BONUS: Any permanent, full-time employee working in this classification possessing a valid Chartered Financial Analyst (CFA) certification from the CFA Institute is entitled to a Certification Bonus equal to two (2) salary schedules (approximately 5.5%) as provided by the Los Angeles County Step Pay Plan.

The following examples are intended to describe the general nature and level of work performed by persons assigned to each classification. Depending on the assignment, duties may include, but are not limited to the following:

      Supports the development and implementation of all aspects of pension fund investment management including investment program structure, implementation, and monitoring in accordance with the goals and guidelines established by the Board of Investments.

      Aids the development and recommends, under the direction of the Finance Analyst III, LACERA, Senior Investment Officer, LACERA, Principal Investment Officer, LACERA, and the Chief Investment Officer, to the Board of Investments, policies, portfolio investment structures, and strategies for designated asset classes or cross-asset categories.

      Supports the implementation of investment policies and strategies within the assigned asset class(es) or across multiple ones under the direction of the Finance Analyst III, LACERA, Senior Investment Officer, LACERA, Principal Investment Officer, LACERA, and the Chief Investment Officer.

      Monitors outside asset managers for contract compliance, investment performance, portfolio management strategy, and conformance with fiduciary standards.

      Assists in the selection and recommendation of investment managers for approval by the Board of Investments.

      Oversees the operations of specialized applications such as securities lending programs, overlays and hedges, and/or LACERA's Member Home Loan Program.

      Votes or votes by proxy on matters of corporate governance at annual and special meetings of corporations in which LACERA holds an equitable interest in conformance with the Board of Investments’ stated policies; assists in developing the analyses and recommendations for changes to such policy as new issues appear in corporate governance.

      Assists with the administration of asset categories, functional groups, and all of their responsibilities.

      Maintains reporting mechanisms to properly inform the Finance Analyst III, LACERA, Senior Investment Officer, LACERA, the Principal Investment Officer, LACERA, the Chief Investment Officer, and the Board of Investments as to the status of the asset class or cross-asset categories.

      Maintains and develops operational procedures to ensure the smooth operational function of business operations.


      MINIMUM REQUIREMENTS:

      A Bachelor's degree from an accredited college or university in Finance, Economics, Business Administration or a related field -AND- Two (2) years' responsible investment management experience assisting in the continuing supervision and review of an extensive investment program for a large financial institution or governmental agency. An additional two (2) years of the required experience may be substituted for a college degree.

      -OR-
      A Master's degree in Business Administration or related field.

      -OR-

      Two (2) years' experience at the level of Los Angeles County's position of Finance Analyst I, LACERA.


      LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
      DESIRABLE QUALIFICATIONS:
      • Demonstrated experience or education regarding researching, analyzing, or monitoring financial information, service provider proposals, or investment merits and concerns to be used in a collaborative decision-making process.
      • Demonstrated experience interfacing and collaborating with multiple colleagues, consultants, investment managers, and stakeholders throughout a multi-staged project that may involve financial data, market research, or investment diligence.
      • Demonstrated experience analyzing or organizing information with Excel, and other software for topics that may include maintaining large tables of information, determining key financial measures, reconciling financial data, summarizing diligence details, or preparing visually effective presentations to inform a decision-making process or management team.
      • Demonstrated experience summarizing analysis, writing recommendations or reports and making presentations to a decision-making body such as Board, Committee, or Executive Team based off said analysis.
      • Exemplify elements in personal or professional preparedness to be well-suited and successful for a position that requires contributions from both individual analysis as well as project-oriented and team-based approaches.
      • Investment industry certification such as Chartered Financial Analyst (CFA), Chartered Alternative Investment Analyst (CAIA), Financial Risk Manager (FRM) or advanced degree in investment-related field.
      Knowledge of: Performing due diligence on prospective investments; evaluating financially-relevant Environmental, Social, and Governance investment risks and opportunities; working with service providers such as legal counsel, custody banks, administrators, risk and performance systems, and investment consultants; performance calculation methods, attribution analysis, and reporting standards; correct English usage, grammar, spelling, punctuation and vocabulary; interpersonal skills using tact, patience, and courtesy; customer service skills; Microsoft Office Applications including Excel, Word, and PowerPoint.

      Ability to: Communicate clearly and effectively, orally and in writing, present recommendations to internal review groups and LACERA Board; maintain effective working relationships with investment managers, investment consultants, other external advisors, and LACERA staff; ability to analyze, synthesize, and present complex information and data in comprehendible, actionable reports and recommendations; understand and follow oral and written directions; provide leadership; have a high degree of intellectual curiosity, especially towards investment markets and portfolio construction; work with minimum supervision; take pride in work product and is committed to improving outcomes by being a solution-oriented and collaborative teammate; organize their work and the work of others; and operate a personal computer utilizing Microsoft applications such as Word, Excel, and PowerPoint.

      EXAMINATION CONTENT: This examination process will consist of:
      An Evaluation of Training and Experience weighted 100%.

      Candidates who are determined eligible for hire under the Los Angeles County's Civil Services Rules may be invited to the selection process which may be comprised of a selection interview and/or job-related assessments.

      CANDIDATES MUST MEET THE MINIMUM REQUIREMENTS AND MUST ACHIEVE A PASSING SCORE OF 70 OR HIGHER ON THE WEIGHTED PORTION OF THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER.
