      Project Overview

      The Building Healthy Families Activity aims to expand access to and utilization of essential health care in Pakistan, including quality family planning (FP) and maternal, newborn, and child health (MNCH) services, in order to improve health outcomes for some of its most vulnerable populations. BHFA will operate in Pakistan’s Sindh and Khyber Pakhtunkhwa provinces, addressing environmental and health barriers to the uptake of integrated FP/MNCH services.

      Job Summary

      Under the USAID Building Healthy Families Activity (BHFA), this position will be based in Peshawar and primarily responsible for financial management and coordination for KPK activities and reporting to BHFA Islamabad office. Serves as the primary support for the finance functions of BHFA at the provincial office, Peshawar. Ensures that all field financial activities are managed and administered according to Pathfinder and donor regulations and policies. Focuses on accounting, financial reporting, and compliance with Pathfinder policies and donor regulations. Strives for operational excellence that enables Pathfinder to continue to grow; evaluate, develop, and implement operational best practices in areas including budgeting, financial reporting and compliance, and training. Support the BHFA Finance Islamabad team with the financial requirement from KPK office.

      Key Job Outcomes

      Finance and Operational Support

      • Track key indicators and the processing of monthly financial payment, Vendor management, training of staff with the financial requirement.
      • Coordination with the teams for the cash requirement for the KPK office.
      • Advance issuance to field staff and liquidation.
      • Petty cash handling and replenishments on a monthly basis.
      • Timely process of KPK vendor payments, review their monthly recurring payments, cash projection and requirements.
      • Review monthly project spending performance for accuracy, allowability, availability of project funds, adequate supporting documentation, and proper authorization.
      • Assist with monitoring all matters that may affect the financial integrity of Pathfinder programs or the organization and assists in investigations in response to allegations of improper conduct.

      Compliance and Internal Controls

      • Assist with ensuring standard financial systems and controls are maintained to provide the appropriate level of control over the project's resources.
      • Assist with the development and implementation of effective tools, systems, policies, and procedures that ensure consistent compliance.
      • Ensure compliance with GAAP, Pathfinder, and donor policies.
      • Review monthly spending performance of regional office to ensure compliance with Pathfinder and donor policies.

      Documentation controls/ backups and filing

      He/She will be responsible to manage and maintaining the filing of project financial documentation, financial vouchers, preparing the vouchers for audits, support Islamabad office with their requirement of backup documentation and compliances.

      Petty cash custodian

      He/She will be the custodian of petty cash handling, management, and replenishment. Implement the petty cash advance authorization forms, settlement of advances in a timely manner. Fulfill the cash requirement of project where the vendor is not available as per the petty cash policy.

      Education and Work Experience

      • Bachelor’s degree in Accounting, Finance, Business Management, or a related field, or equivalent, or a combination of education and experience that yields the required competencies.
      • 3-5 years of professional experience working in finance, financial monitoring, policies and administration.
      • Work experience with an international development organization, preferably with USAID projects.
      • Experience working in KPK province with USAID projects and understanding the local culture and operations.4

      Minimally Required Job-Specific Competencies

      • Agency and Donor Rules and Regulations: Foundational knowledge of USAID, and other governmental and nongovernmental agencies' rules and regulations.
      • Financial Accounting Systems Implementation: Foundational knowledge of financial accounting systems implementation at a project or program management level.
      • PC Tools: Foundational knowledge of finance and accounting software applications to include systems, data, and spreadsheets.
      • Audit Process: Foundational knowledge of the audit system, process, and tools, support Islamabad office in prepare of financial audits.
      • Compliance: Foundational knowledge of USAID compliance standards and guidelines.
      • Communication: Advanced oral and written communication skills using different forms of Ability to translate complex financial concepts to individuals at all levels including finance and non-finance managers.

      Minimally Required Organizational Competencies

      • Software Applications: Foundational knowledge of MS Excel, PowerPoint, Word, Outlook and other accounting software.
      • Languages: Proven ability to write and speak using local language and English language.
      • Organization, Planning and Multi-tasking: Advanced organizational and planning skills, project planning and management Proven ability to set priorities, meet deadlines and multi-task with minimal supervision. Proven ability to coordinate activities.
      • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detailed-oriented and consistently accurate, ability to manage stress effectively in a fast-paced environment, and ability to quickly learn new systems, processes and procedures and adapt local practices to global stadards.

      Preferable Competencies

      • Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices, and services, including strategies and indicators.
      • Passion for Sexual and Reproductive Health Services: Commitment to family planning, reproductive health services, gender, maternal, and child health services, and eradication of harmful traditional practices.

      • Travel required (10% or less)
